Conflict with a security guard and pepper spray: a tense incident at a recreation site in Liepaja

Yesterday, on October 6, at around 21:00, the State Police received a call to a recreation place in Liepaja. Upon arrival at the scene, officials of the Kurzeme Regional Office of the State Police noticed a security guard who had caught a man who was in a state of obvious alcohol intoxication and was cursing loudly in uncensored words.

The staff of the resting place said that the man had a conflict with acquaintances with whom he had come to the premises and the acquaintances had left, but the man had stayed at the bar and asked for another drink. The employee refused the man’s request because he was in a state of strong intoxication and aggressive.

After receiving the refusal, the man remained even more aggressive, so a decision was made to call in security guards.
When the security guard arrived, the security guard approached the man, stood in front and asked him to leave the premises. The man continued to squeal and tried to punch the security guard with his hands and feet.

The guard, considering that there was no one around who could suffer from pepper spray, decided to use it against the man to control him. The man was held until the arrival of law enforcement officers, who took the man to the Kurzeme region administration premises of the State Police. At present, an administrative violation case has been initiated in the Liepāja section of the Kurzeme Regional Office of the State Police regarding the incident.

According to the Law on Administrative Penalties for Violations of Administration, Public Order and Use of the State Language, for disturbing public order, violating generally accepted norms of behavior and disturbing the peace of persons, institutions, merchants or other institutions or endangering their own or other persons’ safety (petty hooliganism), a fine of between 70 and 500 euros shall be imposed.
