Riga Airport will step up its monitoring of the immigrant survey process

The current regulatory framework stipulates that every passenger is obliged to fill in a confirmation before entering Latvia, indicating his / her personal data, the countries where the person has stayed during the last 14 days, as well as committing to the epidemiological safety measures in Latvia and indicating the place of self-isolation. . This certificate must be handed over to the flight crew by the passenger.

In turn, airlines are obliged to collect the completed declarations of passengers and hand them over to the State Border Guard if the person has entered from a high-risk country or to the Centers for Disease Control and Prevention (SPKC). The State Border Guard forwards the certificates to the State Police, which controls the fulfillment of self-isolation requirements.

According to Kulakova, since the list of countries to and from which carriers are allowed to fly has been significantly expanded since September 3, it is important to complete passenger surveys as much as possible, therefore the airport will closely monitor airlines’ survey work on behalf of CAA. The airport will also collect and transmit to the CAA data on the number of incoming passengers and completed certificates.

In the event that the air carrier has not provided a passenger survey, it will be carried out at the airport when passengers disembark. As reported, the Cabinet of Ministers this week agreed to allow air travel to countries where the average 14-day cumulative morbidity rate in the European Union (EU) has been exceeded twice, at the same time stipulating that 14-day self-isolation will be mandatory upon return from these countries.

According to the data of the Ministry of Economics, for example, on August 26, the average 14-day cumulative morbidity rate in the EU was 46, thus rounding the limit criterion for the ban on transportation would be 90 per 100,000 inhabitants.

Until yesterday, citizens of the EEA, Switzerland and the United Kingdom and persons legally residing in these countries were allowed to enter Latvia without restrictions if the cumulative incidence of Covid-19 infection in their country of origin did not exceed 16 cases per 100,000 population in the last 14 days.

Every Friday, an updated list of countries is published on the Latvian SPKC website, according to which it is determined which countries’ immigrants must observe 14 days of self-isolation upon arrival in Latvia.
