Recent Threats Against Public Figures in Bulgaria Linked to ‘The Red Pirate’ – GDBOP Investigation Update

The man who threatened Judge Vladislava Tsarigradska made threats against Deputy Prime Minister Maria Gabriel and ministers. Threats have increased in recent weeks, numerous threats have been directed at a large number of public figures in recent weeks and days.

This was announced by the director of GDBOP, Yavor Serafimov, in an interview with Nova TV.

The threats are made by the same person with the pseudonym “The Red Pirate” – a Bulgarian citizen who lives a somewhat nomadic lifestyle, who manages to get access to the addresses of public figures, makes threats to schools and others – bombs and others. It is not about criminal structures, but about a person who has his own position. We are looking for the person, we believe that he will be found soon, Serafimov explained.

That the person is the same is established by his handwriting. It has sent threats to Tsarigradska in recent days as well. He uses different epithets. Perhaps it is a mentally unbalanced person who, following the news and publicly known events, somehow finds an option to issue threats to these persons, added the head of the GDBOP.

Whether a person is an associate of the Ministry of the Interior or not – there is no hypothesis that gives us the right to disclose such data. Such information has already been requested by the prosecutor’s office in the ongoing pre-trial proceedings, so Serafimov answered a question about whether Martin Bojanov – the Notary was an associate of the Ministry of Internal Affairs.

During the period February – March 2022, a total of 5 reports were received about the Notary, first at the Ministry of Internal Affairs, after which they were sent for verification at the GDBOP. It is about one report from the Anti-Corruption Fund, 3 reports filed by Adriana Simeonova – Bojanov’s ex-wife, and one report from Evgeni Simeonov, Adriana’s current husband. The reports are about influence peddling, property crimes, coercion, threats by Bojanov and the group he leads, Serafimov said. A thorough investigation was carried out on all five reports and all collected data was provided to the Sofia City Prosecutor’s Office.

During the inspection, coercion was established against judge Tsarigradska, who was also summoned and gave testimony. On the basis of all these signals, pre-trial proceedings were initiated.

Bojanov’s main criminal act is real estate fraud, the GDBOP investigation found. The fact that the GDBOP received a signal in 2022 does not mean that certain structures of the Ministry of Internal Affairs did not receive other signals preceding these, Serafimov explained.

We have not worked under magistrates, GDBOP has no such right, only KOMPI has the right to work if there is corruption. The report was submitted to the prosecutor’s office, Serafimov explained.

Asked if they reached magistrates in their investigation, the head of the GDBOP replied: Yes, we reached quite a few names that are mentioned. More than 3 names – prosecutors and judges, who are mentioned in the information given by whistleblowers and interrogated persons. Martin Bojanov’s good acquaintance with these persons helped the outcome of the cases.

GDBOP also found victims of such crimes who gave statements and everything was handed over to the prosecutor’s office. No additional actions have been assigned to us by her side, Serafimov specified.

Greek businessmen filed a report in March 2022 with the GDBOP about problems with their neighbors. Using her positions in the National Revenue Agency, Ms. Yonevska carried out illegal actions – three audits of their companies and related companies. The name of Martin Bojanov is not mentioned in their report, but it is as of March 2022. We assume that at a slightly later stage, after the investigation was completed and sent to the prosecutor’s office, Bojanov’s group appeared. Neither the accounts of the Greek businessmen nor their lawyer mention the name of the Notary, his lawyer or any part of the group that became popular. After we sent the materials to the SGP, they were returned in part, they were called again, they were briefed again, and again there was no participation in the group stated in any way. Therefore, we consider that Bojanov and his group appeared in a later period. Their report was sent to the city prosecutor’s office, it was found that it was about trade in influence and conflict of interests of Yonevska, Serafimov explained.

He denied that there was a leak of information from GDBOP. It is absolutely possible that the Notary had contacts in GDBOP, but we have no data that information was leaked, Serafimov was categorical. Bojanov’s wife – Gergana, was appointed through competition in 2021. He was announced for the position of investigative police officer in the GDBOP. One of the positions she won is just that. After a search for access to classified information was carried out, the person was denied access to it due to inconsistencies in the announced data and what objectively corresponded to his movable and immovable property. She did not share owned cars, properties and other circumstances related to her property status. After she was denied access, by order of Kalin Stoyanov, who has already become the head of the GDBOP, the refusal was confirmed at two instances of the court. Subsequently, an order was issued by Minister Boyko Rashkov terminating her employment with the Ministry of Internal Affairs. She appealed and the court reinstated her. At the moment, she is considered an employee of GDBOP, but is on maternity leave. There is a possibility that she will be denied entry again, but let the maternity period pass.

With regard to Petar Petrov – Euro, in November 2021, GDBOP received a signal from the Anti-Corruption Fund about the affiliation of former and current employees of the Ministry of the Interior with the security company “Delta Guard”. This signal is multi-layered, with different plots in it, Serafimov announced. One of the plots is the story surrounding Iliya Zlatanov, the owner of “Izamet” at that time.

Multi-layered criminal activity, trading in influence. Again, magistrates were established – 3-4-5 people from the judicial system in very good relations with Petrov. They are at different levels – district prosecutor’s office, city prosecutor’s office, even the specialized one at that time, Serafimov said. Asked if they had reached higher levels, the head of the GDBOP replied: Some photos of Sarafov’s visit to this club became public knowledge. This club is visited by many people. His name is mentioned in the alert, but many names are cited. The report does not identify itself as a regular visitor to this club. But as a result of the material that was broadcast, there are claims that he visited regularly. I think his name was also mentioned in the materials handed over to the prosecutor’s office.

Our investigation leads to the “Eight Dwarfs” club, where the meetings with Petrov took place. But Zlatanov said that he saw a line of people there waiting for their various problems to be solved, Serafimov said. In the course of this inspection, Petrov himself was also summoned and appeared as a witness. He explained to GDBOP that thanks to his legal abilities, people look to him to provide them with legal assistance. He admits that they know each other, that Zlatanov was with him at the club, but he cannot say that he had opportunities to influence the judicial system, he added.

In January 2022, the inspection was sent to the Supreme Cassation Prosecutor’s Office, Serafimov explained. Then the chief prosecutor was Geshev, we have no information about what happened next. Huge volumes of materials were collected on influence peddling and fraud carried out by Petar Petrov’s group. The information amounted to more than 100 pages of reference, he added.

He had no information to give feedback. The prosecutor’s office itself is obliged to inform us where our signal is located, but it has not done so. There are cases in which we are notified, but also others in which some prosecutor may have forgotten to notify us, Serafimov added. Asked if there were names of prosecutors from the Communist Party of Ukraine in the inspection, he replied: I think there were, but I cannot cite names.

Asked if Petar Petrov is alive, he answered: I have no information that the person is not alive. What we do know is that he is believed to be alive and has left the country most likely with false documents or through a green border. We assume it is in a very neighboring country, here in the Balkans. The person is currently being sought.
