“The State Duma considers the bill introduced by the President of Ukraine as an insult to historical memory, a new attempt to drive a wedge between the Ukrainian, Russian and other indigenous peoples of Ukraine,” the statement said.
Russian deputies also appealed to the CIS Interparliamentary Assembly, the parliamentary assemblies of the CSTO, OSCE and Council of Europe, the parliaments of the EU member states “with an appeal to condemn the attempt made in Ukraine to divide its population into” indigenous “and” non-indigenous “, which could have the most serious consequences for the very existence of Ukraine as a state. “
According to the proposed bill, indigenous people in Ukraine is an autochthonous ethnic community that has formed on the territory of the country, is a bearer of a distinctive language and culture, has traditional, social, cultural or representative bodies, recognizes itself as an indigenous people of Ukraine, is an ethnic minority in the population and has no state education outside of Ukraine.
