“Rising Star: The Young MP Stoyu Stoev Heads the Legal Committee in Parliament”

Only 30 years old, but already with experience in three parliaments (albeit with a total of about a year’s mandate). He worked in a law firm with the former Minister of Justice under the Tsar, Anton Stankov, and recently became famous as the lawyer of the actress Diana Dimitrova, who accused the star Julian Vergov of beating her.

This is Stoyu Stoev from “We continue the change”, who yesterday headed one of the most important committees in the parliament – the legal committee.

Although he took the parliamentary oath for the third time,

his star rose only last month,

when he was included in the legal team of the coalition, which started the negotiations with GERB-SDS for a common legislative framework. There he worked together with the former Minister of Justice Nadezhda Yordanova, Lena Borislavova, Radostin Vassilev and Atanas Slavov, all of them “supervised” by the candidate for Prime Minister Academician Nikolay Denkov.

And when the two coalitions concluded a “gentlemen’s agreement” for the rotation of the presidents of the parliament and the committee on legal affairs every three months, and thus the election of Rosen Zhelyazkov as head of the National Assembly was unblocked, it became clear that “Change” holds the position and will not to admit a DB person there. And so, before the two former ministers of justice, Hristo Ivanov and Nadezhda Yordanova, the young lawyer without experience was nominated for the important post.

Boyko Borisov had heard in advance that it would be him. And expressed surprise at how young he is, doubted how he would lead the important commission without experience and compared him to Zhelyazkov. In the end, however, he admitted that he might have done well.

Stoev’s name was confirmed last Friday, when the “gentleman’s agreement” seemed to fall apart. Then “Promyanata” introduced an extraordinary point to vote for the head of the legal commission, after Zhelyazkov was elected already a month ago. But GERB voted against, and the head of their group, Desislava Atanasova, explained that it is more correct than the other parties to agree on all committees, not just one. He warned that only if they could agree on general governance, the much-desired legal commission could be put in place.

How can we trust GERB, when there is a retreat from the gentleman’s word – that’s how Kiril Petkov welcomed Boyko Borisov and Maria Gabriel at the leadership meeting that same day in the evening. And Borisov assured that the promise will be kept. Which happened on Wednesday, when Stoyu Stoev headed the legal committee with 123 votes – only from his own and from GERB.

The young MP was born in Plovdiv, but as a child he went with his parents to Sofia, where he completed his education. He graduated with a degree in “Law” at the New Bulgarian University, after which he began his legal career.

Stoyu is a hereditary lawyer. His mother is a notary, originally from Varna. His father is the lawyer Teodor Stoev, who was a former partner in a capital law firm with the former Minister of Justice from the NDSV Anton Stankov from 2012 to April 2020. Last October, the law firm “Stankov, Stoev and Partners” changed its name to “Stoev, Stoev and Partners”. Its website was down on Wednesday.

Through the companies of his partners there – “G and M consult” AD of Plamen Mladenov Markov and “K Capital” of Kristiyan Konov Hristov, Teodor Stoev is also connected with “Alepu Village”, which is the owner of the scandalous hotel – a retaining wall of the same name beach.

From 2019, before entering politics, the young Stoyu also worked in his father’s law firm, which was also the reason for the negative assessment of some opponents – with too little experience, he occupied too important a position.

He reads a lot of legal literature. It’s in his blood. When he has a task, he doesn’t let it go until he solves it. We appeared in three elections with him in the Plovdiv region, I as a leader and he as part of the list. I can only say superlatives about him, his colleague from “Promyanata” Rosen Kosturkov describes him. And continues: Extremely collaborative, knows how to work with people, unite, not fight with them, which is important at this point.

However, Stoev’s work as a politician and deputy seems rather in the shadows. He rarely speaks from the rostrum, but his colleagues praise him for his work in writing bills. He worked on the Commercial Law, as well as on the changes in the Civil Procedure Code, which introduced electronic order processing. So far, he has not entered into confrontations with colleagues.

He told about him that he was part of the “Change” team from the very beginning, actively participated in the discussion of all bills and long meetings of the legal committee. He worked for the closing of the specialized court and prosecutor’s office, for the mechanism of control over the chief prosecutor and for protection from domestic violence. According to the Harvard jurist, she is one of the few who know the Rules of the Supreme Court in depth.

He still does not have an associate in the 49th parliament, but in the 47th he gave a pass to Anton Stankov.

Before KPCONPI, he declared an apartment in Sofia of 158 square meters for BGN 132,723, plus a garage and parking space for nearly another BGN 25,000. He also owns a plot of 877 square meters and 13 square meters of warehouse space in the capital. All of them were bought in 2017. He drives a Mercedes C220D, given to him for free use. He has BGN 21,000 in the bank. Stoev declared a 40% share in the company “C plus Consult” OOD, in which he is a co-owner together with his father, but wrote its name as “C+ Consult”.
