Coronavirus in Spain, the (almost) lockdown in Madrid: restrictions and controls for 850 thousand

It’s not a new lockdown yet, but something that looks a lot like us. From today, a Madrid, more than one in ten inhabitants will be able to leave the house “only for reasons of force majeure”. Namely: working, studying, shopping, caring for sick people. On the streets, at bus and metro stops, there will be police checks. The army is on early warning. Those who enter or leave the six neighborhoods and the eight satellite municipalities where the virus is most widespread will have to demonstrate the need to move. “If he goes to university he must have a student ID, if he goes to work the letter of employment” they explain in the police stations. In case of violation, very high fines, from 600 euros upwards.

New red areas

In the new “red areas” the infection has affected more than one in 100 people. Bars and restaurants will close at 10pm and you can’t have beer and tapas standing up. Limit of six people in private meetings, besides it is “gathering”. With more than 4,600 new national cases a day, the reopening of the temporary hospital set up in the spaces of the Ifema fair is being studied. Dividers, beds, machinery and sheets are ready in stock. Maximum effort in the whole country to realize tcarpet ampones and tracking. In Madrid alone, 22 outbreaks were identified in 24 hours and the suspected infected people were placed in a quarantine car. Madrid’s restrictive measures will last at least 14 days. At the moment, 850,000 people are of interest, among the poorest and with the most immigrants in the metropolis.

Among the poorest

“It’s easy to stay healthy when every child has his own room,” Maria Lurdes, mother of three, Ecuadorean mother of three, protested on National Radio. “In our neighborhood the houses are small, it is impossible to stay far away, one patient is enough for the whole family to become positive”. Social media have been unleashed against the closure of neighborhoods. Many humanitarian associations have judged him to be classist, capable only of “deepening inequality”. The authorities seem to be pursuing two goals. The first, to make citizens understand that the infections are too numerous and the whole society must return to that prudence that had slowed Covid. There is definitely a need.

The deniers

A ZaragozaFor example, the police discovered a “denial” bar where, in the middle of the night, with the shutters down, dozens of people drank stuck together. The second goal is to succeed without giving another shock to the economy, by closing factories, offices, schools, bars and restaurants. For two days, the president of the Community of Madrid, Isabel Diaz Ayuso, filed the order: no state of emergency, but only a “selective confinement” that guaranteed both constitutional freedom and health.

Political confrontation

Complicating everything is the fact that Ayuso is center-right (Partido Popular), while the national government is center-left (Psoe and Podemos). The blame for the bans and then delays was triggered between the parties. The president’s ace in the hole is a new quick test: 4.5 euros and result in 15 minutes. The national government has not yet approved it, but the Community of Madrid has already ordered more than a million. “We all thought the worst was over,” said the “prefect” of Madrid, Jose Manuel Franco. “It is useless now to look for the guilty, better to work with humility”. The infections worsen especially in the north of the country. Diffusion index above 1 in Castile, Aragon, Navarre, Cantabria, Asturia. Almost one hundred schools in Galicia have had to close, dozens in other regions.
