Incidence and regulations confuse day-care centers and parents in Osnabrück: On Friday the value had risen to over 100 and the city ordered that day-care centers immediately have to switch back to emergency care.
On Saturday, however, the country made it clear that the tightening would only take effect if the incidence was above 100 for three days in a row – and only on the next but one working day, in this case Tuesday. As a result, numerous parents found out on Sunday from their childcare facilities that daycare was still open in the city on Monday.

District of Osnabrück and the county of Bentheim under threshold
The incidence in Osnabrück rose even further over the weekend. Schools should therefore not start alternating classes as planned. The district of Emsland is also above the critical value of 100 infected people per 100,000 inhabitants. The district of Osnabrück and the county of Bentheim, on the other hand, are below the threshold.
Relaxations dependent on incidence
Since March 8, the rules have been slightly more relaxed in some areas if the seven-day incidence is less than 100 per 100,000 inhabitants. That was decided by the federal and state governments in their video conference on March 4th. For example, if the incidence value is below 100, up to five people from two households may meet again, children up to and including 14 years of age are not counted.
