About universal police officers. Where are we going and what should we do?

I’ve been itching for a long time and then, by the way, I had to talk about one of the notes about violators. Now we have a fully certified and reformed police force. And what do we see?
The first thing I notice is that there is less and less order on the roads, there are more and more accidents and the number of serious ones with many victims is growing. At intersections during rush hours there is a complete mess: breaking lanes and running red lights have become the norm. At this time, where are the universal police officers? They stand on the rise in the ninth microdistrict and fine parked cars under the sign, they stand in a pocket of the eighth microdistrict near building 14 and “cut” those who stand there. This is of course necessary, but is there really nothing else to do in a city where there are obviously a lot of drunks and violators driving. We have half of the city wandering in the oncoming lane and the police are doing what is convenient for them, or maybe profitable.
And ask anyone, now you can drive drunk and no one is stopping you.
The traffic police, which are supposed to monitor the roads in the region, for some reason cut off drivers on the airport highway from the post towards the city, although this is not their area of responsibility and there are three of them “on duty”. Probably because our highways are in order and no one is dying, they have nothing to do there!
The neighborhoods are also a complete mess! A normal guy goes home a little drunk and they’re already rummaging through his pockets, it’s sickening to watch. But if there is a homeless person under your house, try calling and asking him to move, no one will move. In the first microdistrict, every day, opposite the former Akku, you can watch a crowd of police officers catching those who cross the road in the wrong place. I and the drivers also don’t like those who run across the wrong place, but is there really no more business in the first microdistrict? Everything done, no problems left except pedestrians?
Prostitutes are still standing in the 4th, the streets have not become quieter, the youth are wild and there is no work in this direction! Where are we going and what needs to happen for official duties to begin?
