TSE inaugurates the Electoral Process Operations Center

The plenary session of magistrates Supreme Electoral Tribunal (TSE) inaugurated on Tuesday Electoral Process Operations Center (COVER)from where the logistics of the electoral process are coordinated at the national level.

Said Center has administrative and logistical personnel, from which the inter-institutional coordination is established, in addition to the preparation of the electoral boxes destined for each of the Vote Receiving Boards (JRV).

Gloria López, director of the Electoral Directorate of the TSE, commented that each electoral box undergoes meticulous preparation as well as several reviews, not only in the inputs but also in their quality, “We work on the preparation of kits to facilitate these revisions and the work is done in an orderly manner,” he said.

The official indicated that within the COPRE everything related to the ballots is seen, from printing, which are supervised both by the Electoral Management, as by Electoral Inspection and Electoral Audit, 24 hours a day from the start of printing until the end of the process.

“This is where the already printed electoral ballots are kept and where there is the responsibility of placing each package of each election in the amount assigned for each JRC, as well as the design of electoral documents, which are already printed. the classification and packaging of the same is donea delicate job, we cannot be confused, because the documents destined for a JRV cannot go to another”, López remarked.

Currently, 275 people work at COPRE, including permanent and temporary personnel, but it will depend on the phases and the electoral time, it will be possible to obtain support from workers from other areas of the TSE, the official commented.

Inside the boxes that are sent to the voting centers and that the JRVs will receive, there are basic supplies, such as pens for the signatures of both the Boards and the voters, masking tape, an electoral banner, ink for pads, pads , the identification stamps of the elections that are being carried out, the indelible ink, toilet paper and wax crayons to cast the votes.

López also remarked that the documents used by the JRVs are sent inside the boxes, the act of initiation, document 2, which is the voter control sheet, 2A, which is the statistics of voters with disabilities, 3, which is the challenge forms, document 4, the main one, since it is the final closing act and scrutiny, where the voting data is recorded and finally document 5, which is the certification of the scrutiny, which is where the results of document 4 are transferred to give a copy to the prosecutors of each party.

Vote Receiving Boards

López stated that up to now there are 25 thousand 600 JRV, however the number is an estimate, since in the end it can vary depending on the exact amount that remains in the electoral roll after the registration of citizens and the purification of it.

Likewise, he commented that so far there are 3,700 voting centers, of which 2,059 are national educational centers, for which reason have been in coordination since last year with the Ministry of Education, to which a list of the voting centers that operated in 2019 was sent.

Transfer and security of ballots

On the issue of transferring ballots, the official He pointed out that so far they do not have the company that will provide the freight service for the electoral boxes since it is still in the election process.

Likewise, he stated that within the transport requirements, the chosen company must provide of security agents for each truck or van, while the custody of the same is coordinated with the National Civil Police.
