On August 17, the head of the Presidential Human Rights Council (HRC), Valery Fadeev, proposed that foreigners be registered with the military at the same time as the issuance of a Russian passport. According to him, they “should have not only rights, but also duties.”

According to the law “On military duty and military service”, citizens who have received Russian citizenship are required to register for military service within two weeks. In August, police raids on migrants with Russian citizenship became more frequent in the regions of Russia: they are taken to military registration and enlistment offices for military registration.
