Gelmini to the Regions: “30-day extension of the ban on mobility” – Politics

“We cannot expect to call you to ratify decisions already taken, but we can and want to ask you to participate in a decision-making process that will certainly have to be timely, streamlined, but which cannot fall on your heads”. It is the opening of the new government to the Regions in the words of the Minister of Autonomies Mariastella Gelmini, who insists on unity at the evening summit.

“We don’t need divisions, but solutions,” he says. And it will start with the 30-day extension of the ban on travel between Regions which expires on February 25, the only provision under discussion in the Council of Ministers tomorrow morning, the first on the pandemic crisis of the Draghi government. The new ‘dead line’ of stopping mobility also between yellow areas – on which there is the consent of the governors – would be like this on March 27. The overall strategy of the new executive will then be defined with the Prime Minister’s Decree (Dpcm), which will follow the one expiring on 5 March. After the conference call of the premier with the ministers, the governors are informed and consulted, on the eve of the meeting at Palazzo Chigi, in the videoconference with Gelmini and with the Minister of Health Roberto Speranza. And they present their own platform of proposals that will be brought to the government, assures the minister. The regional presidents ask that economic ministers (as in the call with Draghi) be included in the political control room – not that of monitoring the infection – “in order to measure the impact of decisions on citizens and businesses”.

“In a structural way, the same provision that introduces restrictions for the country and then particular restrictions for individual territories – reads the document of the Conference – must also activate indemnities and safeguard responsibilities, guaranteeing contextuality regardless of who adopts the measure” . In short, timely refreshments at any level for the categories penalized by both national and local closures. “It is also necessary to share more the measures”, insisting on the adequate notice that the government must give to avoid chaos as for skiing and restaurants open / closed on weekends. On this Gelmini gave reassurances. The hypothesis circulating is that the monitoring is carried out at the beginning of the week and not on Friday so as not to get the decision on the colors of the areas too close to the weekend. The Regions then ask for a decisive acceleration in the vaccination campaign, finding the necessary doses, and linking the problem to the criteria that have so far regulated the colors, primarily the inexorable Rt, the transmissibility index. “It is considered essential to proceed with a revision of the parameters and the contextual revision of the zone system – they say -, in the sense of simplification, that it also passes functionally from a revision of the protocols for regulating reopening, in an even more stringent sense where necessary” . “At this stage we need a change of pace that will allow us to combine health security measures with economic recovery and cultural and social activities”.

“It is clear – is the conclusion – that if the vaccination campaign accelerates, RT gradually loses its relevance”. Mario Draghi is not taking part in the meeting and the State-Regions Conference that should take place tomorrow after the Council of Ministers. The possibility of visiting friends and relatives will also be confirmed, i.e. the rule, currently valid until March 5, which allows for a maximum of two people to move to another private home, plus children under 14 years of age. All in an Italy that today has seen the orange zone come into force in Campania, Emilia Romagna and Molise, with a desire to get out of the citizens who seem almost unstoppable in good weather. And this despite the fact that the contagion curve shows no signs of deflecting, well beyond 10 thousand positive tests per day, with increasing patients in intensive care and in ordinary wards and deaths still definitely above 200. Even in Naples, despite the new restrictions, there have been Row views of the waterfront and bars.
