Guillermo Caram: Subsidies must be replaced by incentives for production

The series of measures announced by the president Louis Abinader to face inflation reinforces the cult of the subsidy that has been undermining for a year particular initiatives, productivity and entrepreneurial capacity of the Dominicans.

These tend to aggravate the situation of public finances, characterized by collections that are not enough to cover the government’s current expenses in bureaucracy, subsidies, operating expenses and debt interest, according to the economist William Caram.

“For example: Last year it was necessary to take RD$19.5 billion from the financing received by the government to cover these expenses,” he said.

He said that with the new subsidies the budget shortfall will increase.

He indicated that the balance of public finances will still depend more than new indebtedness.

He said that the present circumstances require, in order to shield the economy from the contingency of war, to replace consumption subsidies for incentives to producers
