Thuringia’s Education Minister Holter discusses challenges of governing without a majority

Erfurt (dpa/th) – Governing without a majority and a tolerating partner – this is not an ideal solution for Thuringia’s Education Minister Helmut Holter. “One can only hope for Thuringia that there will be a stable majority in 2024 that will also enable good governance,” said the left-wing politician to the German Press Agency in Erfurt.

In a coalition with three partners, it is not always easy to reach consensus on decisions. Because of the necessary coordination with the CDU or the FDP, things will become even more complicated. “The processes are becoming more difficult and lengthy.”

Pain in housekeeping

In Thuringia, Prime Minister Bodo Ramelow (Left) has led a minority government made up of the Left, the SPD and the Greens for almost four years. In parliament, the three partners do not have their own majority and are dependent on the voting behavior of the CDU or the FDP when passing laws or the budget. Most recently, a new budget for 2024 was passed before Christmas. To achieve this, the red-red-green coalition had to make a number of concessions to the CDU.

Holter said he was satisfied that there was a budget and no cuts to the school sector. The budget also shows that the minority government in Thuringia is functioning. But there is pain. “I am dissatisfied because there is no growth with the decisions made in school social work,” he said.

The tariff increases cannot be reflected with the money allocated for this purpose. There are also cuts in the promotion of democracy. “We have to look at exactly what impact this will have.”

Searching for majorities takes energy

Red-Red-Green also wanted to achieve improvements in the quality of care in kindergartens. But the project is currently on hold because no money has been allocated for it in the budget.

“The constant search for new majorities within the democratic spectrum simply costs time and energy,” said Holter. In addition, there is a risk of standstill if discussion partners do not want to support certain projects of a minority coalition due to content or political considerations.
