In Lower Saxony around 14 million euros are missing to rebuild a nationwide network of alarm sirens. Only half of the currently missing sirens can be financed with the available funds.

The existing 8.8 million euros from federal funds and an additional 10 million euros from the state are just enough to set up 55 percent of the missing sirens. The country’s 39 civil protection authorities had submitted funding applications for a total of 2,459 sirens. The money from the two pots is only enough for 1,396 applications. The Interior Ministry informed the NDR in Lower Saxony on request. At first she had “Hannoversche Allgemeine Zeitung” reported about it.

Municipalities responsible for operating the sirens

On average, a siren location costs just under 13,500 euros. As the lower civil protection authority, the districts and urban districts are responsible for the protection of citizens in dangerous situations. The municipalities currently operate 5,518 siren locations. The country prioritized the applications received for additional sirens and distributed the available funds accordingly. For the remaining gaps, the state expects renewed Siren funding in the 2024 federal budget. According to the state government, it is also planning to provide funding beyond 2023 and 2024.

Sirens also work in the event of power and network failures

After the end of the Cold War, the federal government initially withdrew from the nationwide financing of the existing siren network. After massive failures on the nationwide “Warntag” in September 2020 and after the experiences of the flood disaster in North Rhine-Westphalia and Rhineland-Palatinate in summer 2021, a rethink began. The “old-fashioned” sirens are now considered particularly important because they work independently of electricity and mobile phone networks and can also fulfill an important “wake-up function” at night.
