I have often wondered if we, and I am referring first of all to my generation, have done and are doing for them everything that our grandparents and fathers did for us, sacrificing themselves beyond measure. a question we must ask ourselves when we do not do everything necessary to promote the best human capital, education, school, university and culture: in this crucial passage of the speech of the new Prime Minister Mario Draghi, in the Senate this morning for trust, which can be identified the fulcrum of the new government’s program on education, and the reason why the school is one of the priorities to restart. Starting from the particular to the general: from normal school hours, even over several time bands if necessary, to the recovery of lost hours, up to investment in technical institutes and for the training of teachers.

What to leave and what to keep from the dad

The premise: the spread of Covid, Draghi underlined, has caused deep wounds in our communities, not only on the health and economic level, but also on the cultural and educational one. The girls and boys, especially those in upper secondary schools, had school service through the Distance Learning which, while guaranteeing the continuity of the service, cannot fail to create inconvenience and highlight inequalities. Hence the need to restore a normality that is made up of hours in the presence, of continuity, of regularity. Not only do we have to quickly return to normal school hours, even by distributing it on different time slots, but we must do everything possible, in the most suitable ways, for make up for teaching hours in attendance lost last year, especially in the southern regions in which distance teaching has encountered greater difficulties. For Draghi it is necessary to review the design of the annual school path. Align the school calendar to the needs deriving from the experience lived since the beginning of the pandemic. The return to school must be done safely. This does not mean rejecting the dad’s experience: indeed, we must build on the distance teaching experience gained in the last year by developing its potential with the use of digital tools that can be used in face-to-face teaching. And that’s why it is necessary to invest in training of teaching staff to align the educational offer to the demand of the new generations.

Humanism and scientific skills

But in his speech the new prime minister went further, the management of the simple emergency. Draghi also indicated a way to unite two cultural heritages of the country, investing resources: it is necessary to invest in a cultural transition starting from the humanistic identity heritage internationally recognized, said Draghi, an educational path that combines the necessary adherence to the required quality standards, also in the European panorama, with grafts of new materials and methodologies, and to combine scientific skills with those of the humanities and multilingualism areas. This does not mean thinking about a reform of the schools, but, in his style, to knead with the flour he has: for the Prime Minister in this perspective, particular attention must be paid to ITS (higher technical institutes). The National Recovery and Resilience Program awards 1.5 billion to ITS, 20 times the funding of a normal pre-pandemic year. Without innovating the current organization of these schools, we risk those resources being wasted.

Research

Other points of attention recalled by Draghi are university education and Research. You need iinvest adequately in research, without excluding basic research, aiming for excellence, i.e. research recognized internationally for the impact it produces on new knowledge and new models in all scientific fields.
