Loans for Arneggerbach, ARA Au and Gossau-Ost

On November 3rd, the Gossau city parliament will discuss, among other things, the loan applications for the expansion of Arneggerbach, for the expansion of the ARA Au St. Gallen and for the development of the Gossau-Ost border area.

Seven items are on the agenda for the November session of the Gossau city parliament. One concerns a change in the municipal code, which would require a final ballot. Currently, members of the city council and the school council cannot be elected to the city parliament. This also applies to the city clerk as well as the city employees who report directly to a city council. This includes in particular officials and school leaders. In January, the parliament declared a motion, according to which the deputies of these persons are also not allowed to exercise a parliamentary mandate.

Supplementary credit for Arneggerbach

In autumn 2007 the city parliament granted a loan of CHF 2.06 million for the expansion of the Arneggerbach. Various legal remedies have delayed the implementation of the project for years. During this time, the requirements for brook expansion and their subsidization have changed. Among other things, culverts, creek beds or embankments must be made wider or the terrain raised than originally planned. This leads to additional costs of 1.76 million francs, of which a good 850,000 francs are to be financed by the city of Gossau. The parliamentary building commission requests that the supplementary credit of 852,523 francs be approved.

1.2 million for ARA Au St. Gallen

The wastewater from the eastern part of the Gossau industrial area is treated in the Au wastewater treatment plant in St. Gallen’s Sittertobel. This system is to be expanded and renewed by 2025. This enables three Appenzell municipalities to be connected and the system to be adapted to current requirements.

The city of Gossau has to contribute a good 1.26 million Swiss francs to the 20 million project. The parliamentary building commission supports the loan application. If the city parliament approves the loan, the optional referendum still has to be held.

Contribution to the development of Gossau East

Gaiserwald, St. Gallen and Gossau are working together to develop their shared border area. The ASGO (Areal St.Gallen West Gossau Ost) founded for this purpose has developed measures that are to be specified in the next four years. For this, the association expects costs of 1.7 million francs, of which Gossau will have to pay 611,198 francs. The preliminary consultative commission set up in September requests that Parliament approve this contribution.

Location contribution for singing festival 2022

The Swiss Singing Festival is scheduled to take place in Gossau in May 2022. 500 choirs with an estimated 15,000 singers and around 35,000 visitors are expected. The event has a budget of 2.4 million francs. Of this, around 1.3 million francs are to be financed with sponsorship money and contributions.

The city council requests a contribution from the city of Gossau of CHF 250,000. About half of this contribution is drawn in kind. The city has supported similar events to a similar extent in the past. An advisory commission is to be set up for this business.

Two interpellations on transport issues

The city council lists various measures with which safety at the intersection of Mooswiesstrasse and Buechenwaldstrasse could be improved in the long term. In its answer to an interpellation from Florian Kobler (SP), the council also states that it is in discussion with a landowner in order to be able to improve the situation with short-term measures.

Regarding the interpellation of Frank Albrecht (SVP) on the pedestrian crossing at Migros, the city council states that it is always working towards the rapid implementation of projects to protect weaker road users. The canton closed the bus stop at this pedestrian crossing in autumn. The bus now stops on St. Gallerstrasse. The canton has thus reacted to two accidents, which, however, were not related to bus operations.

The parliamentary session on Tuesday, November 3, 2020 in the Fürstenlandsaal is open to the public. Again, it is carried out with corona protective measures.
