Developing the New Area Leuchte in Frankfurt: Sustainability and Progress in Urban Development

What takes a long time: The city of Frankfurt am Main has developed the new development area Leuchte in Bergen-Enkheim, paving the way for building construction. The streets are now officially open to traffic. A large portion of the new residential area will now consist of three-story residential buildings. City villas on the edge of the public green space – the inland dune – and a daycare center are also planned. As part of the construction project, the Leuchte forest playground will receive new play equipment, and a small children’s playground will also be built in the Rangenbergstrasse area. “Building land is scarce and valuable in Frankfurt. Developing the light was a major challenge in terms of nature conservation and the groundwater level. But with patience, combined forces and professional expertise, we were able to move this exciting project forward. And not only that: We have built extremely sustainably and in a way that conserves resources. I am pleased that private owners and investors can now start their building construction work,” explains Wolfgang Siefert, head of the mobility department.

The so-called construction road standard is used when developing the site. This means: The classic road structure including supply lines is built directly. The connections for draining dirty and rainwater were placed on the building plots, which relieves the financial burden on those willing to build. The surfaces of the road and sidewalks remain in a temporary condition until the building construction is completed. The road and sidewalks will then be completely completed. This approach ensures a seamless transition from civil engineering to structural engineering and saves time and money. The Office for Road Construction and Development (ASE) and the Frankfurt am Main City Drainage Department (SEF), which is laying around two kilometers of sewers, are responsible for the work.

The new development scores highly in terms of sustainability

The lighting construction project is closely linked to the idea of ​​sustainability. Those involved in the project made sure to reuse building materials from the dismantling of old roads. Dry stone walls at the forest playground, for example, were made from old granite boards that the ASE obtained when converting old roads – a great retreat for insects and reptiles. In order to produce less carbon dioxide, recycled asphalt granulate is used in road construction. The city of Frankfurt is monitoring further developments and is working with the TU Darmstadt, among others, for the evaluation. The street areas were divided representatively in such a way that scientific comparisons between the individual additions are possible. Low-temperature asphalt was also installed throughout the area in order to save further climate-damaging CO2.

The 12.3 hectare Leuchte area is located between the street of the same name, Barbarossastraße and Rangenbergstraße. Plans for the development date back to the time before Bergen-Enkheim was incorporated; the development plan began to be drawn up in 1977. Preliminary work began in 2010 and the actual construction work started in August 2014. The construction work stopped in November 2014 because the groundwater level was higher than initially assumed. The development work could therefore only be continued on Barbarossastraße, Leuchte Street and the allotment garden association car park. During catastrophic rainfall (“rain of the century”) in June 2016, streets beyond the Leuchte construction area were flooded. The reason: The sewer system could not absorb the huge amounts of water, and at the same time the groundwater rose rapidly. The city of Frankfurt fundamentally revised its planning. A separation system has now been installed so that street and private water can be drained into the Main in a controlled manner.

In spring 2021, construction work began again and was successfully continued. According to current planning, the construction of the green areas will be completed by spring. In addition, the city will renovate the connecting areas to the construction area, including the bicycle paths, in mid-2025.

The city is investing eight million euros in road and canal construction for the new Leuchte development area. Another two million euros are planned for the creation of the green spaces.
