Communiqué from the Council of Ministers of Wednesday July 15, 2020

The Head of State, at the start of his communication, reminded all members of the Government, the imperative to proceed, before the end of August 2020, to their asset declarations with the OFNAC. He also informed the Council that he had received, during a solemn ceremony held on Monday July 13, 2020, the Reports on the state of Governance and Accountability, produced by the General State Inspectorate (IGE), over the period 2016 to 2019.

To this end, the President of the Republic invited the Government to initiate, in connection with the General State Inspectorate, the Organization and Methods Office and Financial Control, the appropriate due diligence with a view to finalizing a new steering doctrine mission administrations, decentralized administrations and the parapublic sector in order to definitively raise the efficiency and quality of the Public Service.

The Head of State, approaching the agricultural campaign, underlined the importance he attaches to its smooth running He asked in this perspective, the Government to take, in relation with the actors of the agricultural world, all the necessary measures the setting up, preventive and transparent, in the production areas, of the mechanisms and mechanisms of transfer, supervision, control and distribution of seeds and fertilizers subsidized by the State.

The President of the Republic, on the subject of supervision, financing and development of SMEs / SMIs underlined the particular priority he gives to intensifying the implementation of reforms aimed at improving the business climate on a lasting basis in Senegal. In this regard, he insisted on the urgency of operationalizing the Caisse des Marchés publics (CDMP SA), created in 2016 as a subsidiary of Caisse des Dépôts et Consignations, which was to serve as an accelerator for SMEs for better access to public markets, especially in the context of the revival, post-COVID, of the national economy.

The Head of State also reminded the Government of its instruction to proceed without delay to the assessment and pooling of financial services (FONGIP, FONSIS, BNDE, DER) and non-financial support services for SMEs and VSEs (ADEPME, APDA, ASPIT, Directorates of SMEs and SMIs, Upgrade Office, etc.).

The President of the Republic, returning to the modernization of public transport, recalled the strong concern of our fellow citizens on the modernization of the public transport system. He therefore invited the Minister of Land Transport to undertake the permanent strengthening of preventive and coercive actions relating to road safety.

The Head of State, on the social climate, management and monitoring of internal affairs, stressed the importance he attached to the country’s regular supply of pharmaceutical products. To this end, he asked the Minister of Health and Social Action to take stock of the viability of the economic model of the National Pharmacy for Supply (PNA). He also reminded the Ministers of Industry and Health of his instructions relating to the effective revival as soon as possible of the activities of the pharmaceutical factory MEDIS SENEGAL SA (ex-Sanofi).

The President of the Republic instructed the Minister of Communication to finalize, as soon as possible, the optimal implementation of the new national collective agreement for the press sector, signed in November 2018.

The Head of State, finally, on the protection of children and vulnerable groups, reminded the Government of the central place of social protection of vulnerable groups in the Emerging Senegal Plan. In this capacity, he invited the Government and the relevant State departments, in conjunction with all the social actors and partners, to deploy all the consensual actions necessary to step up the fight against infant mortality, withdrawal street children, as well as the protection of the rights and well-being of the child. In this perspective, it asked the Government to assess the implementation of the National Strategy for the Protection of Children.

The President of the Republic, within the framework of the “Senegal – Green” initiative, instructed the Government to reserve an area of ​​ten (10) hectares dedicated to the Dakar-Yoff Urban Forest Park project. This relaxation area, made up of woods, hedged farmland, marshes and play areas, will be an area for promoting flora biodiversity. It also decided that this park will be backed by the thirty (30) hectare area allocated to the Caisse des Dépôts et Consignations (CDC) on the right-of-way of the Léopold Sédar Senghor Military Airport in Yoff.

The Head of State closed his communication on his diplomatic agenda by informing the Council that he participated, on July 08, 2020, by videoconference, in the World Summit on COVID – 19 and the World of Work organized by the International Labor Organization on the theme: “Building a better future for work”.

Under Communications :

The Minister of State, Secretary General of the Presidency of the Republic made a communication on the process of renegotiation of the concession of the Dakar-AIBD toll highway.

The Minister of Finance and Budget made a communication on the mobilization of financial resources and the execution of expenses of FORCE COVID-19.

The Minister of Foreign Affairs and Senegalese Abroad reviewed the assistance provided to our compatriots in the Diaspora and the international situation.

The Minister of Economy, Planning and Cooperation made a presentation on the financing of strategic state projects and the support mechanism for businesses in the context of resilience. He also reported on the mission he carried out with farmers in the Saint-Louis region.

The Minister of Health and Social Action gave an update on the situation of the pandemic, malaria, tuberculosis and the four hospitals to be delivered by the end of 2020.

The Minister of Agriculture and Rural Equipment made a communication on rainfall and the establishment of inputs.

The Minister of the Environment and Sustainable Development reported on his participation by videoconference at the 55th ordinary session of the Council of Ministers of CILSS.

The Minister of Labor and Social Dialogue made a communication on the annual report of labor statistics for 2019, social dialogue, the guarantee and social protection of the worker.

The Minister, in charge of the State and Monitoring of the Emerging Senegal Plan, gave an update on the progress of certain priority projects.

Under legislative and regulatory texts, the Board considered and adopted:

• the Bill authorizing the President of the Republic to ratify the Agreement for the Restoration of Africa Finance Corporation (AFC) adopted in Abuja on May 28, 2007;

• the Bill authorizing the President of the Republic to ratify the Defense Agreement between the Government of the Republic of Senegal and the Government of the Italian Republic, signed in Rome on September 17, 2012;

• the draft decree establishing the status of bailiffs.
