A miracle for Christmas? This would be the wish of Moustapha Zenasni and his family, but the complexity of his situation may put off even the miracle worker.

The man, who is 57 years old today, arrived in a modest apartment in Grand-Mare belonging to the social landlord Rouen Habitat. It was in 2009. He was working then « in security ». Problem: massive alcohol consumption, sometimes causing neighborhood concerns.

In 2018, a long-term hospitalization was decided, a cancer was diagnosed and a legal supervision was decided, entrusted to the Udaf (Departmental Union of Family Associations), so that this association manages the daily acts of Mustapha’s life. Zenasni. Concrete consequence: neither the family nor the social landlord can, without the consent of this supervision, intervene in the daily management.

Unsuitable accommodation

However, the same year, during his hospitalization, significant water damage from an apartment above his home degraded the apartment. The paints in most rooms are peeling. Due to his illness, the bathtub becomes impossible to use, because he cannot be placed in it. When the elevator breaks down, which happens, the nurses are forced to stretcher Moustapha Zenasni to get him up the stairs. « I have to go to chemo once a week. »

The accommodation is, for the brother, Elias Zenasni, « unhealthy ». Above all, he is totally unsuited to Mustapha’s cancer, he who ideally would like « a single storey house, or an apartment on the ground floor », for him and for his dog that he can no longer go out.

« We are going to get in touch with this tenant again, but this claim had to be settled by his insurance. We will also see what we can do to replace the bathtub. But we do not have housing in the Sotteville area [une demande a été faite en ce sens en 2018, NDLR] where he wants to go and we cannot do anything without the request of the guardianship », specifies an executive from Rouen Habitat.

« His family and I wish he could end his days in more decent conditions, but despite our requests nothing seems to be moving. », pleads Elias Zenasni.

It was without success that we tried to contact Mustapha Zenasni’s tutor to understand if there were other obstacles than the usual administrative delays in her plan to move to die with dignity. The Christmas tale is not necessarily going to come true.
