What can and cannot be done?

Many Spanish provinces and territories have already lived since last Monday 25 in the conditions that Phase 2 of the de-escalation proposed by the Government towards the “new normal” that helps to fully recover daily life prior to the outbreak of the coronavirus pandemic.

All territories that remain in or join Phase 2 will have relief from most of the restrictions in place during Phase 1 in almost all areas. We review them below:

End of time slots

– The time slots that existed in Phase 1 for walks and sports are eliminated, with one exception: the elderly and the vulnerable They will continue to have to move from 10:00 to 12:00 and from 19:00 to 20:00. That time is exclusive to them. However, the Government has empowered the autonomous communities to modify these schedules, something that many are considering due to the heat.

Mobility

– In the same way as in Phase 1, it is strictly restricted to territorial unit, that is, province, island or sanitary region. Leaving one’s own province is something that will go through to Phase 3.

Social measures

– It’s allowed meetings of up to 15 people in homes or in public spaces

– Bathing and staying on the beaches are allowed

– Congresses and conferences are allowed, but never for a capacity greater than 50 people and with adequate distance between attendees

Hostelry

– Bars and restaurants will be able to open not only the terraces but serve within their premises. The capacity, yes, I know limits at 40%. It can only be consumed at the table and not at the bar, and always respecting security measures.

– Hotels can open their common areas respecting the same capacity as for restaurants.

– The opening of discos and entertainment venues is not yet allowed

Commerce

– The opening of shopping centers and shops of more than 400 square meters with capacity controls.

– In open-air markets, up to a third of the usual positions.

Culture

– The world of culture also begins to activate in this phase: the measures for access to libraries are made more flexible, exhibition halls or monuments.

Cinemas, theaters, monuments and auditoriums can open with a maximum of 30% of their capacity and always with pre-assigned seats. If they are closed premises, no more than 50 people can meet.

sports

– Regarding sports activities, In Phase 2 the opening of the covered facilities and swimming pools is allowed, both with a 30% capacity and by appointment. You can only train individually or in pairs if there is no contact.

– Professional clubs can train as usual but in groups of a maximum of 14 people.

– The outdoor pools and sports pools also open their doors, but by appointment and a maximum capacity of 30%. Those responsible must ensure the cleanliness of the facilities three times a day. You cannot use the showers in the changing rooms.

Education

– The reopening of driving schools and private teaching academies, with the obligation to respect the appropriate distancing and hygiene measures.

Religious offices

– Phase 2 too increases capacity at wakes and places of worship. The former will admit up to 25 people outdoors and 15 indoors, as a maximum; the latter may be at 50% capacity. Weddings can be held with 50% capacity in closed spaces and 100 people outdoors.

Populations of less than 10,000 inhabitants

Apart from the relief measures contemplated in phases 1 and 2, the Ministry of Health maintains an order in force that allows certain relaxation of confinement in municipalities with less than 10,001 inhabitants that do not exceed a population density of 100 inhabitants per square kilometer :

– There are no time slots for walking and playing sports, as well as the limit for children to be accompanied by a single adult.

– Hotel and restaurant establishments may be opened to the public for consumption on the premises, except for discos and nightlife bars, as well as outdoor terraces, with the appropriate safety and prevention measures.
