The goal is to pressure people to get vaccinated. It did not want to impose the mandatory mask indoors, as other cities in the country have done, and instead it is going to impose a requirement that involves penalizing those who do not get vaccinated. He was clear enough about it:

This is a fabulous place literally full of wonders. If you are vaccinated, all of that will open up for you. But if you are not vaccinated, unfortunately, you will not be able to participate in many things.

In other words: “If you are not vaccinated, you get annoyed. You are going to have a more boring and hermitic life, because you will not be able to socialize, except at home.” Well, the mayor of New York acknowledges that. We cannot say the same of others. Most certificate supporters have a hard time admitting what it’s really about. All raise the sanitary shield and claim that the security It will be guaranteed if each of those who enter certain public establishments shows that they are vaccinated. Certainly, they do not answer the naive question: then the vaccinated are so little protected that they can only meet with vaccinated to avoid getting infected? It will be a small insignificant detail.

Our official doctrine says that the vaccine is not mandatory. But the requirement that some governments impose or want to impose to access certain establishments is in contradiction with the doctrine. It could be said that it is an incentive, but an incentive is, for example, the one that de Blasio himself has put: giving 100 dollars to the one who gets vaccinated. The requirement of the certificate is something else. As the mayor said bluntly, it is a measure of pressure, and, if it is such a thing, we must ask ourselves if we are not facing a way to make the vaccine mandatory without legally recognizing it. To make matters worse, it does not oblige all citizens equally, but only those who wish to carry out certain activities.

The inconsistency increases if we think about what some autonomous communities have done and are planning to do. It turns out that they can require a vaccination certificate to enter a restaurant or a theater, but they do not and cannot require it to work in a nursing home or hospital. It is true that the percentages of vaccination in health and nursing home personnel are very high, but they are not one hundred percent. Some will not be vaccinated and will not have to either: the vaccine is not mandatory. So to work in environments where there are vulnerable people you do not have to be vaccinated, but to access the interior of a bar you must be. What a tremendous paradox.

Thus, it was almost preferable that they enforce the general obligation of the vaccine, would run the risk that the courts or the Constitutional itself would overthrow it and face the political cost of doing so.
