“The Convention against Torture of which England, Spain – which was requesting the extradition – and Chile were members at that time, is very clear in this case and says that when a torturer is detained in a country that is not his , the State that detains him if it is part of the agreement, is obliged to judge him for why if he does not violate that international treaty, “he explained.
