The National Police Propam found a blockage in the Chief of Police’s directive General Listyo Sigit Prabowo to the lower ranks. Apparently, General Sigit’s instructions often ‘settling’ at the level of the police chief so that it does not reach his subordinates.
This finding stems from the emergence of a number of negative behaviors of members that tarnish the image of the Polri institution. The National Police Chief General Sigit ordered the Propam Police Division to find the root of the problem.
Inspector General Ferdy Sambo as the Head of the Propam Police Division (Kadiv) went directly to tour North Sumatra (Sumut) to East Java (Jatim) to lead this personnel problem identification activity. Sambo said this was done to prevent members from committing violations.
“According to the order of the National Police Chief, we came to the three regional police (North Sumatra, Central Java, East Java) as an effort and strategy to prevent members from committing violations,” said Sambo in a written statement, Friday (21/1/2022).
“Random sampling was carried out to the police, police and regional police to identify the most basic system, and it is already running,” he continued.
The direction of the Chief of Police is stuck at the level of the Chief of Police
Sambo regretted that the directions given by the National Police leadership on every occasion only reached the middle manager level or the equivalent of the Chief of Police. For that, Sambo asked the ranks to immediately fix their respective units.
“Our observations show that basic things are not fully implemented. If they are not implemented, it will have an impact like a snowball. And there are orders from superiors that only reach the middle management level (Kapolres),” said Sambo.
“We direct the Kasatker and Kasatwil to make preemptive efforts such as communication between leaders and subordinates, spiritual guidance, social aspects, psychological tests and competency training,” he added.
He also ordered all police chiefs and police chiefs to carry out proper supervision. Sambo asked them to closely monitor the behavior of members in the field.
“The leadership’s direction does not reach the implementers, so we maximize the role of middle managers and first line supervisors in carrying out inherent supervision of implementers in the field,” explained Sambo.
