Retirees with a pension and salary are a ticking bomb, we need …

Last week, Democratic Bulgaria MP Martin Dimitrov revealed information on how many people of retirement age are employed in the administration.

From his questions sent to all ministries and the answers he receives, it is clear that the state administration is literally clogged with retirees.

According to him, Martin Dimitrov shared where the problem came from and what the solution was in an interview with actualno.com.

How did this situation come about?

The issue of people of retirement age in the administration is quite problematic. How did this situation come about, given that even in its first government GERB promised to build a small and efficient administration, said the DB MP.

“Obviously there was no purposeful state rejuvenation policy. From the data you see – about 5,200 working pensioners in the Ministry of Defense, 1,100 in the Ministry of Interior, about 1,200 in the Ministry of Transport, it is clear that rejuvenation is needed. I want to make a reservation that I am not saying that all working pensioners should be replaced, if there are people whose qualities cannot be replaced by young employees, I accept that, but this should be an exception, they should not be If you ask me, there shouldn’t be hundreds.

He wants to raise the issue now so that it does not turn out that administrative reform has been swept away.

Separately, Martin Dimitrov cites the data provided by the ministries on how many people of retirement age work there and what problems this creates for the departments in question.

He points out that all these people receive both pensions and salaries. And pension supplements. According to him, there is a “blockage” in attracting young people.

When I ask these questions, they often tell me: “But don’t do that, Mr. Dimitrov, there are no young candidates, that’s why this is the situation.” Several things happen. First, to invite young people to many positions, namely young people who speak languages, have the necessary computer literacy, relevant education, etc. “

This invitation, he says, should be made public, competitions should be held and such employees should be attracted.

“Rejuvenation is mandatory, and so is competence,” he said.

However, this reform should not be done purely as a percentage, but functionally – to assess whether there is a need for an agency, whether there is duplication of functions between two different departments to be merged into one, and so on.

According to him, given the global pandemic and the difficulties facing the private sector, such an invitation would be of interest. Given the fact that many private companies have difficulties, there will be interest in the state administration.

“The administration is full of pensioners – 5,200 are only in the Ministry of Defense. The state administration is full of people of retirement age. This is clear from the written answers of ministers from the Petkov cabinet.

How much will it cost the state to release people of retirement age?

According to the MP, it will be more expensive not to make the reform, because the compensation must be paid at some point. If this rejuvenation begins, there will be people with a serious prospect of working for years to come.

“Otherwise, what happens – people of retirement age are working, which is a matter of time to be released. At some point, suddenly, if we do not prepare, the administration will be brutally naked. That is, if no reform is made, if not taken measures, the administration will be left without staff, it’s like a ticking bomb, “he said.
