Promotion of sustainable development; The new Environmental Code is ready

The Minister of Environment and Sustainable Development, Jean-Luc Assi, received, on November 3 in Le Plateau, from the Director General of the National Environment Agency (Ande), Camus Attah, the preliminary draft of Law on the Environmental Code. On this occasion, Jean-Luc Assi was delighted with the outcome of this draft revision of the 1996 environmental code. “The ceremony that brings us together is a strong act in the process of sustainable transformation of the Côte d ‘Ivory. The new text is a precious document that we have been waiting for for 25 years, ”he said. Because, according to the minister, several shortcomings had been noted in the current code.

“The current environmental code, over 25 years old, could no longer perform its initial social function. That of making each citizen a responsible actor who contributes to the harmony between the quality of the environment, economic dynamism and social equity, with a view to the development of all. The provisions of this law no longer allowed the State to protect and improve the environment as part of the achievement of sustainable development, ”he stressed. Hence, says Jean-Luc Assi, the will of the Ivorian government to initiate a revision project, with the support of the World Bank.

Camus Attah, Director General of Ande, for his part, indicated that this bill is a consensual text in which the private sector, NGOs and all stakeholders participated.

According to the Professor of Public Law, Abraham Gadji, who is also a consultant for this project, in view of the new challenges, instead of revising a few articles, it is practically a new code that has been drawn up. “At the level of the definitional terms, the institutional framework, respect for green spaces, climate issues, the penal framework … articles have been incorporated in order to have a complete system making it possible to further protect the environment in Côte d ‘ Ivory, ”he said.

Also, the consultant affirmed that this text is satisfactory and its implementation will allow Côte d’Ivoire to have a multisectoral code that integrates environmental components such as deforestation, marine erosion, agriculture. and aspects of climate change that were not taken into account by the old environmental code. In addition, Abraham Gadji noted that the government has at its disposal the application decrees already ready for support.
