The expert opinion, which will determine the final price for each apartment, will thus take into account the evaluation of the apartments, as people have completed them themselves. The report should be completed in the autumn, said Pavel.

According to him, the experts took note of all the objections raised by the housing association Svatopluk, which represents the locals. “The price is still in question, the comments of the housing association Svatopluk, which was raised at the last minute, are taken into account,” said Pavel.

According to him, the price of apartments will take into account their age, condition, layout and other facts, such as whether the apartment has a front garden or balcony. For each individual apartment, the price will be determined in an expert opinion separately. According to information from the Czech News Agency, the price also includes, for example, the fact that Horoměřice is located in the runway of planes flying to the airport in Ruzyně.

The flats will be sold individually, the houses have already been divided into individual housing units in the real estate cadastre. Each of the current users will receive a purchase offer at a price determined by an expert, while current residents will also be entitled to deduct the value of the completion of the house, which will be determined by the expert. The appreciation is thus preliminarily determined at 20 to 25 percent. If anyone else buys the apartment, they will have to pay the full price at the time of sale, which will be determined by the opinion.

According to Pavel, a third of about 60 families already communicate with the creditors’ committee and are interested in buying their apartments at a price determined by the opinion. According to him, these apartments will be sold the fastest.

The latest available report estimated the price of real estate at approximately 240 million crowns. It is not yet clear what the current price will be. Last October, the constitutional judges rejected Svatopluk’s complaint about the Supreme Court’s verdict, according to which former H-System clients were to vacate the houses in Horoměřice. ÚS stated that current users do not have a legal right to them. Horomerice does not agree with the decision.

After its establishment in 1993, the H-System company concluded contracts with hundreds of interested parties on the construction and transfer of flats and houses in the vicinity of Prague. In the autumn of 1997, it went bankrupt, completing only 34 family houses. A thousand people lost a total of a billion crowns after the fall of the H-System. Majority shareholder Petr Smetka spent 12 years in prison for tunneling the company.

The situation of Svatopluk members is specific in that they arrived at the flats at their own expense, but without the consent of the bankruptcy court. According to Svatopluk chairman Martin Junek, however, people had the consent of the former bankruptcy trustee. According to him, the consent of the bankruptcy court was not required at that time.
