Coronavirus, Bonaccini: «In Emilia-Romagna I also banned jogging without waiting for Rome»

First in Italy, also preceding Prime Minister Giuseppe Conte, he signed an ordinance that gives a definitive answer on sport in the times of the coronavirus emergency, a theme that has divided Italians in recent days. The president of Emilia-Romagna, Stefano Bonaccini, in addition to closing the parks in the region he drives, has forbidden everything: jogging, walking, long “trips” with the dog, bike rides. You are close to your home and you move only for reasons that cannot be postponed. Point.

Bonaccini has made an ordinance that leaves no room for interpretation. Would you like it to be extended to the whole country?
«There are still too many people who move without real needs. I think some other restrictive measures are needed, which the government is considering doing: we cannot take risks because of some irresponsible people ».

There are those who have criticized the provision, invoking principles of personal freedom.
«I am ready to accompany those who say they cannot give up jogging in one of our intensive care units, and everything will be clearer to them. There are women and men undergoing heavy care, unfortunately several die, but behind the numbers we read every day there are people. For me, people will never be numbers ».

He also put additional stakes in commercial activities.
«We have closed bars and cafés in the refueling areas inside the urban centers. I repeat: we must stay at home ».

A few days ago Medicina, in the Bolognese area, became an off limits territory. Will other “red zones” be created in Emilia-Romagna?
«The red zones are created by the government. We closed Medicine in the face of evidence of the data on the abnormal number of infections and on the basis of medical-scientific opinions. But it is a limited area, therefore manageable. We have provinces where the situation is critical: Piacenza, Rimini, Parma. We are evaluating further restrictive measures, especially in the Rimini area, but we are not talking about red areas ».

In Emilia-Romagna is the health system holding up?
«Yes, first of all thanks to the overtime work of doctors, nurses, operators. And to a programming capacity that has allowed us to define a regional plan that makes available to all territories up to 3,100 ordinary beds and 513 in intensive care. To these are added additional places made available by private health ».

He said that after the emergency, a serious debate on public health will be needed. What do you think should be done?
«The public health system is a national heritage, on which we must invest more. And the 4 billion more on the National Health Fund for 2020, the result of the agreement between the government and the Regions, are an important signal: this is the road and it is mandatory “.

There are those who have accused the government and the regions of having encouraged privatization in healthcare too much.
«In Emilia-Romagna we defended and invested in our public health, even in front of those who proposed the opposite model. As for private individuals, they are collaborating in this emergency: the rules of the public apply to them, starting from having to defer any non-urgent services. This is not the time for differences, we need union and everyone’s contribution ».

Despite the restrictions for the coronavirus emergency, many, every day, are going to work, putting their health at risk. How do you plan to intervene on this issue?
«Government and social partners have signed an agreement to guarantee safety in the workplace. It must be enforced, period. Workplaces where safety is not guaranteed must be closed until opposite conditions are determined. As Region we will increase controls ».

What do you think should be done with schools? When is a reopening possible?
“They will only be reopened when the protection of the health of children, young people and workers can be guaranteed, and nothing else.”
