Olivier Véran announces a budget of 60 million euros dedicated to psychiatry as part of the third circular relating to the 2020 pricing and budget campaign for health establishments

This substantial financial commitment, included in the 3rd circular relating to the 2020 pricing and budget campaign for health establishments, testifies to the priority given by Olivier Véran, Minister of Solidarity and Health, to psychiatry and child psychiatry, in accordance with the “Mental Health and Psychiatry” roadmap and its translation into the “My Health 2022” Plan announced in September 2018 by the President of the Republic and confirmed during the Ségur de la santé last July.

20 million euros will help support 48 projects targeting child and adolescent psychiatry: this is the second edition of the call for projects launched in 2019.

These projects will sustainably strengthen the teams and structures of perinatal, child and adolescent psychiatry and improve accessibility and the course of care, as a priority in areas that are not provided or underfunded with regard to needs. of the population, in particular thanks to:

the creation of full-time hospital beds for minors (Territoire de Belfort, Manche)

- a faster response to requests and thus a reduction in access times thanks to the improvement of the offer of outpatient care (Haute-Savoie, Loire-Atlantique)

- the establishment and strengthening of mobile teams, by learning the lessons of the health crisis, in particular for vulnerable groups of protected children (Bouches-du-Rhône, Essonne).

- outpatient consultations and mobile teams in perinatal psychiatry (Haute-Garonne, North).

Nearly 30 million euros will strengthen the offer of psychological support for the entire population, through the financing of two flagship measures:

- The organizational innovation fund in psychiatry is supplemented with an additional 20 million euros, i.e. the doubling of its endowment in 2020.

76 projects will thus be funded, relating in particular to the implementation of care pathways promoting proximity and links with city and medico-social actors, on the development or strengthening of telemedicine for patients and patients. professionals, on improving access to somatic care, early identification and treatment, or on the prevention and management of crisis and emergency situations. Particular attention was paid to the projects developed within the territorial mental health projects.

- As part of the Ségur de la santé, 160 psychologist positions will be created within the Medico-Psychological Centers (CMP) in order to ensure numerous interventions in articulation with the actors of the hospital, medico-social, social, and the city. This envelope of 9.6 million euros will also make it possible to strengthen psychotrauma centers in areas that require it as well as infant and juvenile structures.

Finally, the “outreach” approach to people in psychological distress will be strongly developed thanks to the reinforcement of the mobile psychiatry precarious teams (EMPP) to the tune of 10 million, as announced during the Ségur de la santé. This support will make it possible to identify and take care of people in pain more quickly, particularly in the street and in residential centers or in day centers.

The importance of the issues in mental health and psychiatry justifies the scale of the resources allocated which will be completed in 2021. The quality of the projects funded under the AAP testifies to the ability of professionals to design new forms of response to needs, more efficient and better adapted to the patient journey.
