Even so, in this condition, the Head of the DKI Jakarta Cipta Karya, Spatial Planning and Land Agency (Kadis Citata), Heru Hermawanto, said that the apartment manager is still obliged to provide access in and out for homeowners.


This means that the apartment manager is not allowed to completely cover the entire area of ​​the house with a barrier wall. They have to leave a little space for residents to go in and out of the house.

“Apartment managers are still obliged to provide access for homeowners so they can go in and out,” Heru told detikcomWednesday (31/5/2023).

Meanwhile, regarding land acquisition itself, this can only be done if there is an agreement between the home owner and the apartment manager. Beyond that neither the government nor the apartment manager can do anything.

“If that is the problem with Property Rights, the government cannot intervene in this matter,” he said.

“Because of this, the house owner doesn’t want his land to be released, so both the apartment and the government can’t do anything,” explained Heru again.
