The PiS government has already pushed hundreds of billions of zlotys outside the budget. Paweł Wojciechowski, former finance minister and currently chairman of the Program Council of the Institute of Public Finance, argued in the Money.pl program that such a procedure raises two problems. One is mismanagement, because the costs of debt servicing in off-budget funds are more expensive than treasury bonds by about PLN 1 billion. The second problem is that it is “phone money”. The prime minister can freely change the spending plan of such a fund by e-mail and no one has control over it. – There is no more covid in the covid fund at BGK. There are, for example, expenses for the head of the prime minister’s office in the form of PLN 80 million. What is this money? What are they spent on? We don’t know that. Perhaps after our program they will delete them – argued Wojciechowski.
