The essential workers of the Buenos Aires Metropolitan Area (AMBA) they must process a new driving license between today and Tuesday to be able to move from July 1st.
However, in Mendoza it will not be necessary to obtain a new circulation permit because the province is in the stage of social distancing. The same will happen in most of the country’s provinces., which are far from the stage of social isolation in which the AMBA will enter from Wednesday for at least 15 days.
As officially reported, the workers performing essential tasks and who have residence in the AMBA will have time from until Tuesday at 11:59 pm to renew their respective CUHC (Unique Circulation Enablers Certificate).
In addition to driving permits for work reasons, special permits can be managed to circulate for 24 hours for the following cases: recurring medical treatments that extend over time; emergencies, medical shifts, procedures that cannot be postponed and personal emergencies; separated parents who have to manage the visitation regime of the children and therefore move to look for them; assistance to disabled, elderly, family or disabled people.
The procedure may be done through the Caring app, available for devices with Android system or by the government page www.argentina.gob.ar/circular. In the application you can also do the self-diagnosis to corroborate that there are no symptoms of COVID-19.
As of July 1, they will be enabled only three types of permits to circulate in the AMBA: essential activities, established in article 6 of DNU 297/2020, which must record obligatorily the SUBE or patent number; activities authorized by the Ministry of Productive Development, such as industrial parks, export industries and continuous cycle, who must use a private means of transportation; special permissions.
On the other hand, the government highlighted that all of them will be able to use public transport to get around, but for this they must enter the SUBE card number when processing the new certificate.
It should be clarified that they are only 24 essential activities that maintain your driving license at the AMBA and they are the following:
- Health Personnel, Security Forces, Armed Forces, migratory activity, National Meteorological Service, firefighters and air traffic control.
- Higher authorities of the national, provincial, municipal and Autonomous City of Buenos Aires governments Workers of the national, provincial, municipal and Autonomous City of Buenos Aires public sector.
- Personnel of the justice services on duty.
- Foreign diplomatic and consular personnel accredited to the Argentine government, within the framework of the Vienna Convention on Diplomatic Relations and the 1963 Vienna Convention on Consular Relations and the staff of international organizations accredited to the Argentine government, of the Red Cross and White Helmets.
- People who must assist others with disabilities; family members needing assistance; older people; boys, girls and adolescents.
- People who must attend to a situation of force majeure.
- People affected to the performance of funeral services, burials and cremations.
- People affected to the attention of school, community canteens and picnic areas.
- Personnel working in audiovisual, radio and graphic communication services.
- Personnel affected to public works.
- Wholesale and retail supermarkets and local retail stores. Pharmacy. Hardware stores. Veterinary. Bottle provision.
- Food industries, their production chain and supplies; personal hygiene and cleanliness; of medical equipment, medicines, vaccines and other sanitary supplies.
- Activities related to the production, distribution and marketing of agriculture and fishing.
- Telecommunications, fixed and mobile internet and digital services activities.
- Non-deferrable activities related to foreign trade.
- Collection, transport and treatment of urban solid, dangerous and pathogenic waste.
- Maintenance of basic services (water, electricity, gas, communications, etc.) and emergency care.
- Public passenger transportation, transportation of goods, oil, fuels and LPG.
- Home delivery of food, medicines, hygiene products, cleaning products and other supplies of need.
- Laundry services.
- Postal and parcel distribution services.
- Essential surveillance, cleaning and guard services.
- Minimum guards to ensure the operation and maintenance of Oil and Gas Fields, Oil and gas treatment and / or refining plants, transport and distribution of electrical energy, liquid fuels, oil and gas, fuel dispensing stations and electric power generators .
- Casa de Moneda, ATM services, transportation of flows and all those activities that the Central Bank (BCRA) has essential to guarantee the operation of the payment system.
