At the same time, he stressed that so far no new restrictions on movement have been introduced in Moscow, but “of course there is a technical possibility to create a clear access system.”

“There is a Code of Administrative Offenses. There is a decree where the fines are clearly prescribed. At the moment this will apply to groups of people who do not comply with quarantine measures, gather in large groups and do not heed the warnings of the city authorities, and generally do not consciously approach the issue health – both of his own and of those around him, ”emphasized Bulay, answering the question whether police officers can already fine Muscovites and under what conditions.

Earlier deputies Moscow City Duma passed a law on violation of self-isolation. Moscow mayor signed the document on Thursday Sergey Sobyanin. The law provides for a fine for non-compliance with the requirements to suspend public events, the work of retail outlets and the provision of services with personal presence of citizens for officials in the amount of 30 to 40 thousand rubles, for legal entities – from 200 thousand to 300 thousand rubles.–

In addition, Muscovites who violate the regime of self-isolation may be fined four thousand rubles, or five thousand if they used their vehicle.

Since March 30, a self-isolation regime has been introduced for Muscovites of all ages. Leaving the apartment is allowed only in cases of applying for emergency (emergency) medical care and other direct threats to life and health, trips to work, if a person is obliged to go to it, making purchases in the nearest store or pharmacy. You can also leave the house for walking pets, but at a distance not exceeding 100 meters from the place of residence (stay), and if necessary take out household waste.

On Thursday, the mayor of Moscow extended all existing restrictions until May 1, 2020. At the same time, authorities did not introduce special passes for traveling around the city.
