Man Accused of Murder Found to Have Violated Restraining Order Multiple Times

ELVERUM/OSLO (Dagbladet): “The accused has explained that he has understood the seriousness”, the Oslo District Court ruled, when on 1 September last year they decided that the man now accused of murder in his 30s should be released.

He had then been in custody for breaching a restraining order against his ex-girlfriend.

The police wanted to keep him in custody until a possible trial. They appealed the district court’s decision, but were not successful in the Borgarting Court of Appeal.

The man was thus released.

On Monday – four months later – the murder alarm went off at the police in Elverum. The 30-year-old woman, against whom the man had a restraining order, was then found shot and killed.

Fixed tracking on the ex’s car

The criminal history of the man accused of murder stretches back ten years, and includes several types of offences. The last times he has appeared in court have been in connection with the restraining order against the ex-girlfriend who has now been killed, and violations of this.

“He received a summons in June for the first three violations, but this did not stop him from seeking out the car that was parked outside her home and attaching tracking devices to it a total of four times,” says one of the latest rulings from last autumn .

Nevertheless, the man was released, as the court believed, among other things, that there was no risk of recurrence.

“In addition, it is shown that the accused is not suspected of having carried out acts of a violent nature”, wrote the district court in connection with the release.

Threatened another woman

Also in 2009, the man accused of murder in his 30s was asked to appear in court. That time in connection with a contact and visiting ban against another ex-boyfriend – a ban which was granted.

In 2017, he appeared again in the Oslo district court in a case where the same ex-girlfriend was offended. This time he was accused of sending her several messages, and sharing intimate photos of her with her friends and relatives via messages.

“Today you will learn once and for all”, “Trust me” and “You will die for this” were, according to the verdict, some of the messages he sent to the woman.

At the time, the man was sentenced to 90 days in prison for the threats and the sharing of the images.

Innlandet police district confirms to Dagbladet that they are aware of these previous cases, but refers to the Oslo police – who have had them under investigation – for further comments.

The police in Oslo have so far not responded to Dagbladet’s inquiry.

Found killed by car

It was at 21:49 on Monday evening that the police in Elverum received a report from a relative of the woman in her 30s, that she had gone missing during a visit to the hospital.

Several patrols moved out and took part in the search for the woman, and last night a car with two people was found.

The woman was supposed to visit a person at the hospital in Elverum, but according to the police went out on an errand in the car. She never returned, but was found killed together with the accused in a car several hours later – in a car park on the opposite side of the hospital building.

The police state that the two were lovers a little under a year ago for three to four months. Roger Næss, head of the investigation section at Elverum police station, confirms to Dagbladet that the accused man had a restraining order against the woman.

– There are several reports against the accused in the Oslo police district, he says.

At a press conference on Tuesday morning, Næss states that several units from the police were deployed following the information the police received.

– Both the accused and the deceased had gunshot wounds, he said at the press conference.

Police inspector Henning Klauseie confirms to Dagbladet that it must be a one-handed weapon, such as a pistol or revolver.

– Forensic investigations can show what caliber and type of weapon it is, he says.

The man accused of murder was sent to Ullevål hospital in a police helicopter after being found on Tuesday night. He is described as seriously injured, and has not yet been able to allow himself to be questioned.
