The 51% of the Spanish population You will enjoy starting Monday, May 11, phase 1 of the de-escalation. Most of the autonomous communities will advance in level, but important areas of the territory will not enter the initial stage. Thus, they will remain in phase 0, the current one, the entire Community of Madrid and part of Andalusia, Catalonia, Valencian Community, Castilla y León and Castilla la Mancha. Said in reverse: eleven complete communities, plus the autonomous cities of Ceuta and Melilla, pass to phase 1, one region is completely outside (Madrid) and another five move to the next step, but only partially.

The Minister of Health, Salvador Illa, appeared this Friday afternoon with the director of the Center for the Coordination of Health Alerts and Emergencies (CCAES), Fernando Simón, to report the evaluation to the autonomous communities, to communicate your final decision on which territories will go to phase 1 next Monday, May 11. Illa had previously chaired, with the person in charge of de-escalation and fourth vice-president of the Government, Teresa Ribera, the Interterritorial Council of the National Health System, which groups the Executive and the regional Health advisers. It was the end of a discussion process “intense“with the autonomous governments and in which, in broad strokes, their requests have been respected, except in the cases of Madrid, Andalusia and Castilla y León – led by the PP and Citizens -, Castilla-La Mancha and the Valencian Community – led by the PSOE. – The maxim that has guided the Government is the “prudence, prudence, prudence “, in the words of Illa.

After the joint assessment of the criteria demanded by Health[[here in PDF], the result of the ‘examination’ to the CCAA is not homogeneous throughout Spain. The territories that pass to phase 1 are the following[[here in PDF]:

  • ARAGON. Huesca, Zaragoza and Teruel jump. No region moves directly to phase 2, as the regional executive of the socialist Javier Lambán had requested.

The requests of the CCAA are generally respected, except Madrid, Andalusia and Castilla y León (from the PP) and Valencia and Castilla-La Mancha (from the PSOE)

  • ASTURIAS. The entire Principality passes the screen. The socialist Adrián Barbón’s demand that some regions jump to stage 2 is not met.
  • CANARY ISLANDS. Tenerife, Gran Canaria, Lanzarote, Fuerteventura and La Palma evolve to phase 1 (in stage 1 they were already El Hierro, La Gomera and La Graciosa).

  • CANTABRIA. The entire community passes the exam.
  • CASTILLA Y LEÓN. A total of 26 basic health zones pass through phase 1: Muñico (Ávila), Sedano (Burgos), Valle de Losa (Burgos), Truchas (León), Matallana de Torio (León), Riaño (León), Torquemada ( Palencia), Robleda (Salamanca), Alaejos (Valladolid), Mayorga de Campos (Valladolid), Alta Sanabria (Zamora), Carbajales de Alba (Zamora), Tábara (Zamora), Quintanar de la Sierra (Burgos), Espinosa de los Monteros (Burgos), Pampliega (Burgos), Valle de Mena (Burgos), Aldeadavila de la Ribera (Salamanca), Lumbrales (Salamanca), Miranda del Castañar (Salamanca), San Pedro Manrique (Soria), Esguevillas de Esgueva (Valladolid), Santibáñez de Vidriales (Zamora), Alcañices (Zamora), Corrales del Vino (Zamora) and Villalpando (Zamora).

The Junta de Castilla y León, chaired by the popular Alfonso Fernández Mañueco, had ultimately proposed the passage of 39 basic zones, although it initially proposed 26. There is not much difference, because the population that can benefit from a certain relaxation is 2 , 2% of Castilla y León, while the last plan of the autonomous government concerned 3%. Most of the Castilian-Leon, then, will continue to live in phase 0, the same as this week.

  • CASTILLA LA MANCHA. Guadalajara and Cuenca. The provinces of Toledo, Ciudad Real and Albacete must remain in the 0, for which the government of the socialist Emiliano García-Page also asked to alleviate confinement.

Victor Romero. Valencia

Fernando Simón reports that only 10 of the 24 health areas of the Valencian Community are progressing. The three capitals and their metropolitan areas are left out of the advance

  • CATALONIA. Only the sanitary regions of Terres de l’Ebre and Camp de Tarragona in Tarragona and Alt Pirineu-Aran (Lleida) climb one step.
  • VALENCIAN COMMUNITY. Only the health departments of Vinaròs (Castellón), Requena (Valencia), Xàtiva-Ontinyent (Valencia), Gandia (Valencia), Alcoy (Alicante), Dénia (Alicante), La Marina Baixa (Alicante), Elda (Progress to phase 1) Alicante), Orihuela (Alicante) and Torrevieja (Alicante). Outside are the three provincial capitals. The ‘president’, the socialist Ximo Puig, had demanded that his entire community climb the steps.
  • ESTREMADURA. The two provinces, Cáceres and Badajoz, evolve to phase 1.
  • GALICIA. The four provinces (A Coruña, Lugo, Ourense and Pontevedra) pass the level.
