Land seizures in Quilpué: the focus that put the Public Ministry on alert

The murder for hire that ended the life of a businessman in With with He brought the attention of the PDI and the Public Ministry to the existence of a dispute over land in Quilpué. The lawsuit, which was civilly prosecuted, made both the victim, Alejandro Correa, such as the accused for being the alleged mastermind of his murder, Hernán López Fuentes, they will face in the 1st. Quilpué Court of First Instance. But what seems to be a specific conflict between two people over some properties, in reality is a phenomenon that worries the authorities of the area.

So much so, that Valparaíso Regional Prosecutor’s Office maintains eight open investigations for illegal land seizures. All these inquiries have originated from complaints received between March and June of this year. Four of them were received at the Carabineros, two at the local guarantee court and the other two by other institutions that later referred them to the Public Ministry. Some of them are currently being investigated by the PDI Bicrim and others by the SIP of the uniformed police.

Of those eight inquiries, one has to do with Correa. Was the may 14, four days before his death, he reported to the local Quilpué prosecutor’s office that “Third parties entered my property and are marking sites and beginning to build. They entered with a backhoe machine and began to make interior roads ”.

The regional prosecutor of Valparaíso, Claudia Perivancich, addresses this situation and explains how the people linked to these crimes are operating:

Most of these complaints correspond to non-violent encroachments on land; This means that a group of people comes to a sector that does not have perimeter fences and installs homes in an irregular manner. These are crimes that, in general, are not reported or noticed by the police during their commission, therefore, there is no flagrante delicto that enables immediate intervention. Some lands correspond to individuals and others to national assets for public use.

One of the suspicions that exists both in the Public Ministry and in the PDI, as a result of the Correa case, is that there would be indications of organized groups dedicated to these occupations, which would later sell the properties to third parties. Even in the case that investigates the murder for hire, the prosecutor Stefan Kramar assured that the defendant López did irregular landfill businesses and that when there were problems with “legitimate opponents”, he was in charge of “getting them out of the way.” He also added that The civil dispute between the two was used by López to distract Correa while he planned the hit man.

Along these lines, the mayor of Valparaíso, Jorge Martinez, ensures that “During this year and after the social crisis, illegal occupations of land in some communes of the region increased, as of the summer.” This phenomenon, he says, occurred on the central coast, San Felipe, Viña del Mar and Quilpué. Martínez also claims that these occupations are motivated by organized groups. “It has been detected that there are criminal gangs that have organized outlets and then, in theory, sell them to certain buyers with their divisions made in artificial and irregular shapes”, says the mayor.

For this reason, he comments that the city hall is attentive to these events to carry out evictions with the police in accordance with the law and, also, so that the people who carry out these events due to the need for a home, can do so officially through the Serviu.

The defendant Hernán López married Rosa Huerta Saavedra in 2003. Six years later, his mistress disappeared. In that year, the PDI Homicide Brigade was in charge of investigating the cause, but it was not possible to find its location.

The case is in the hands of the Viña del Mar prosecutor, Vivian Quiñones, and sources linked to the investigation comment that after López’s arrest, Huerta’s family will ask that the case be reactivated, given this new background of her husband.
