Komnas HAM Disagrees that KKB Papua is a Terrorist Group

Members of the DPR Faction NasDem, Muhammad Farhan asked the government to change the status armed criminal group (KKB) Papua becomes terrorists. Komnas HAM judging that a change in status was unnecessary.

Do not turn the KKB into a terrorist group. It looks manly, it is more convincing, but we forget to make them a terrorist group, this will it becomes more complicated, the problems get more complex, “said Komnas HAM Chairman Ahmad Taufan Damanik, when contacted, Sunday (18/4/2021).

Taufan said conditions would be even more complex if the handling of the KKB was using the terrorism law. For this reason, Taufan asked the government to focus on enforcing the law in eradicating KKB in Papua.

“There are other elements (when the KKB is turned into a terrorist group), the anti-terror element for example to solve the problem (KKB), the problem is getting more complex. So just focus on law enforcement, there is already a Police assisted by the TNI and according to the TNI Law, right? can help, military operations other than war (OMSP) are called, right, “he said.

“It is not easy because indeed there are many groups (KKB), yes. Unlike Aceh, in the past, GAM (Free Aceh Movement) was only one. KKB in Papua has many groups. He is not in the same command. So to solve it is not easy,” he added. .

According to Taufan, the KKB problem is not easy to solve because there are some people who support it. However, he continued, this could still be overcome by getting closer to the community and local leaders.

“They (Puncak residents) ask for a more focused, more focused law enforcement process. So far this law enforcement has been carried out by the Police, as well as the TNI. But indeed often because earlier, there are many groups, and the areas are not easy to reach. They can be. hiding in the forests, mountains, then also hiding behind the community itself. Although not all people support it too, many people, tribal chiefs are victims. That’s the difficulty experienced by our law enforcement forces, “he said.

“There are times when they carry out the operation, they are exposed to civilians. So that there are victims who cause public unrest. That is called human rights violations. Many reports to Komnas HAM are like that, so when they carry out the operation they then miss the target. “It has hit the community. Or there are groups of people who are suspected of being, even though it is not necessarily proven that the result is violence and even death,” he added.
