Joint statement of the delegations of Ukraine and Poland published

The parties agreed to lift restrictions on railway transit of goods through Ukraine and to increase the number of travel permits for Ukrainian trucks.

A meeting was held between the Ministers of Infrastructure of Ukraine Oleksandr Kubrakov and the Republic of Poland Andrzej Adamczyk in the presence of the Head of the Office of the President of Ukraine Andriy Yermak and Secretary of State of the Office of the President of Poland Jakub Kumoch. Following the meeting, the parties agreed on the text of the joint statement:

  1. The parties agreed on the earliest possible lifting of restrictions on the transit of freight cars through the territory of Ukraine to Poland by rail. Until February 4, 2022, the Ukrainian side will inform the Polish side about the specific deadlines for resuming the transit of freight wagons through the territory of Ukraine.

  2. The parties agreed on a significant increase in the number of permits for international cargo transportation, taking into account the needs of Ukrainian and Polish road carriers. Until February 5, 2022, the parties must agree on the date of the meeting of the joint Commission on international road transport, which must agree on the timing of the transfer and the number of additional permits for international freight transport.

  3. The parties agreed to develop a joint action plan aimed at a significant increase in the efficiency of the operation of automobile international checkpoints in Poland and Ukraine. The action plan should be agreed with the participation of representatives of the customs, border and other services of Poland and Ukraine later than the end of February 2022.

  4. The parties agreed to initiate a revision of the provisions of the Agreement between the Government of Ukraine and the Government of the Republic of Poland on international road transport since 1992.

At the same time, the parties proceed from the fact that all points of the statement are interconnected and must be implemented in full.

In addition, the parties noted the interest of Polish oil and gas companies PGNiG and PKN Orlen in investing in the Ukrainian oil and gas sector and agreed to facilitate their cooperation with NJSC Naftogaz of Ukraine in this direction. For its part, KGHM expressed its readiness to start negotiations on the joint development of non-ferrous metal deposits.

Earlier it was reported that Ukraine could sue Poland over cargo transportation. Over the past five or six years, trade between Poland and Ukraine has doubled, while the number of Polish auto permits has decreased by 40,000 per year.

Later it became known that Ukraine does not allow freight trains to Poland from China. Ukraine is blocking transit, demanding an increase in the number of permits for road transport, according to the Polish edition of Rzeczpospolita.
