Analysts say Lukashenko and Xi signed a package of 16 documents that could help circumvent sanctions against Russia by channeling Chinese aid to Russia through Belarus.

Lukashenko said he was interested in deepening cooperation with China in the field of technology, enterprise development, modernization of Belarusian enterprises and trade.

ISW notes that China may secretly transfer military equipment or dual-use goods to Russia through Belarus.

The Institute believes that Lukashenko probably intends to use these agreements to support his efforts to develop China’s influence in Belarus in order to insure against Russia’s attempts to maintain full economic control over Belarus.

Lukashenko previously voiced support for expanding China’s economic presence in Belarus in February 2021, when he stepped up his efforts to delay Russia’s takeover of Belarus through the Union State, the summary concluded.

  • On Feb. 20, reports surfaced that the “peace plan” China intends to propose would likely call for a truce and an end to military aid to Ukraine.
  • On February 22, the Chinese Foreign Ministry denied information about China’s intention to give Russia weapons.
  • Sullivan, an adviser to the President of the United States, said that China could stop at the first point of its “peaceful” plan to resolve the Russian war against Ukraine, which refers to respect for sovereignty.
