Now Russian police officers will be able to open cars, cordon off public events and enter homes.

In Russia, the State Duma adopted in the third reading a law expanding the powers of the police. About it informs Interfax on Wednesday 8 December.

The law gives the police the right to open a car, cordon off territories and fencing places of public events, as well as entering houses and apartments.

In particular, police officers are allowed to open cars if it is necessary to save someone’s life, prevent a crime, confiscate weapons or drugs, check a message about a threat of a terrorist act or establish the circumstances of an accident. Also, the police can open cars during riots or emergencies, if the autopsy is needed to ensure public safety.

At the same time, before opening the car, the police officer must name his position, rank, surname, present at the request of the owner or those who are in the car, an official ID. If it is necessary to detain a criminal or there is a danger to someone’s life, the police officer will be able to introduce himself and explain his rights later.

Also, the policeman will need to explain why and on what basis he is going to open the car, and explain the rights and obligations of citizens. The exception will be cases when delay creates a threat to the life and health of citizens or the police officer himself. At the same time, if the owner of the car was not present at the autopsy, he must be informed about the incident within the next 24 hours. After opening the car, the police must ensure that no unauthorized persons enter the car.

In addition, the current article of the law of the Russian Federation On the Police allows entry into housing if it is necessary to detain “persons suspected of committing a crime.” In the new edition, the police will also be able to do this if there is a person in the room without procedural status who has committed a probable crime. Such a person can be pointed out, in particular, by victims or eyewitnesses.

Finally, the police will be able to cordon off rallies and blockade the area. The police within the borders of the cordon will be able to carry out a personal inspection of citizens and inspection of vehicles. If a citizen or a car driver refuses such an inspection, the police will have the right not to let them into the cordoned off territory or not to let them out of it until the cordon is removed. The cordon can be carried out on a new basis – if there is no other way to prevent the threat to the life and health of citizens. In this case, the cordon can include not only individual buildings and areas of the terrain, but also territories. The maximum size of the territory is not specified in the law. Also, the police can temporarily fence off the places where public and public events are held and mark such places with accessible means – including visual ones.

Recall that earlier the Russian Federation has toughened the responsibility for participating in “undesirable” organizations… For the provision of financial services to an “undesirable” organization or donations to its address, imprisonment is provided for up to 5 years.
