Some 36 local elected officials and mayors of France are calling for an end to “democratic confinement” and the organization of the second round of municipal elections in June. “How to ask the French, who despite their concern moved to come and vote on March 15, to redo a first round for the municipalities concerned?”, They ask. Here is their forum. “France is today facing an immense health, economic and social crisis of exceptional gravity. The electoral uncertainty which deprives the municipalities of their mayor further aggravates this situation by hampering their action, which is nevertheless essential for the restarting of our country.

Although we have recently known the date of installation of the mayors elected in the first round, we still do not know when the second round of the municipal elections will take place. From the start of the crisis, mayors have established themselves as pillars of our Republic by supporting their citizens on a daily basis and ensuring solidarity and continuity of public services. But today, as our country has just begun the crucial stage of deconfinement, millions of French people are waiting to have a mayor, a municipal and community team in place, capable of making crucial decisions for our schools, our transport, our jobs…

Democracy cannot be confined any longer, since these policies of support for the resumption of a normal life stem from the deliberations voted by our local assemblies. Furthermore, in the event of a second epidemic wave in the fall, as predicted by some experts, our public establishments would be much more efficient if they were permanently installed and stabilized.

This unprecedented process is a deep breach of equality because the first round is a whole

The government wanted to install the municipal teams elected in the first round before the end of May and we are delighted. But he also plans to cancel the vote on March 15 of the remaining 4,816 municipalities and to repeat two rounds in the fall. This unprecedented process is a deep breach of equality because the first round is a whole. If this were the solution adopted, there would therefore be two kinds of citizens, those who on March 15 elected a mayor and those who would have moved for nothing.

As a reminder, more than 25.5 million inhabitants live in a municipality concerned by the second round. It is therefore imperative to close this electoral sequence as soon as possible, before the summer period. We cannot ask mayors to reopen schools for education and close them for elections. The economic recovery of our country can only be achieved if the big cities and the intermunicipal authorities have the capacity to launch essential public investments.

70% of the public order is carried out by the municipalities and the inter-municipalities. They are the vital arm essential to our economy and our jobs. However, failing to quickly hold the second round of municipal elections, it will not be possible to install the executives of the municipalities and inter-municipal authorities before the end of the summer and therefore the measures which condition the restoration of sustainable growth cannot be voted. 88% of the inter-municipal authorities are waiting for the second round to definitively set up their deliberative assembly, effectively blocking their investment capacity.

How would the French accept new expenses generated by new elections?

How to ask the French, who despite their concern moved to come vote on March 15, to redo a first round for the municipalities concerned? How to justify it to the thousands of volunteers and staff who participated in holding the poll? How would the French accept new expenses generated by new elections, when this funding would be much more useful to supplement the premium dedicated to the nursing staff? Not to mention the waste of time and energy required by a new electoral campaign, when the situation of our country requires total mobilization. Let us not transform the sanitary confinement into a democratic confinement which would be harmful to the future of France and organize the second round of the municipal elections as early as June. “
