Customs and Excise Explains the Chronology of MSMEs Being Billed IDR 118 Million When They Just Want to Export

The Directorate General of Customs and Excise (DJBC) of the Ministry of Finance explained the chronology of what happened to one MSME, CV Borneo Aquatic, which received a bill of IDR 118 million when it was about to export for the first time. This fee apparently came from the Temporary Storage Place (TPS) because export commodities were stuck at Tanjung Priok Port.

Customs and Excise explained that CV Borneo Aquatic exported with Goods Export Notification (PEB) number 593978 on September 20 2023. Three days later, an Intelligence Result Note was issued containing an indication of wrong notification with allegations that there were other quantities or types of goods that were not notified and had wrong HS Codes. to avoid prohibitions/restrictions.

“(The results of the inspection) can be concluded that the quantity and type of goods are in accordance with the notification, the goods are not subject to prohibitions/restrictions, however the tariff post classification or HS Code is not correct,” said Customs in an explanation on X or Twitter, Sunday (26/11 /2023).

For this export, further handling was carried out, namely canceling the PEB. It is said that the request to cancel the PEB which has been made since November 7 2023 has been rejected many times, until finally it was declared complete and correct on November 14 2023.

After canceling the PEB, the exporter can continue the export process by resubmitting the PEB if the costs incurred in the previous process with the TPS have been completed. So the cost of the bill is known to reach IDR 118,569,130.

So the billing costs do not come from Customs. The office under the Minister of Finance Sri Mulyani Indrawati, as the party that handles exports, admitted that it had communicated with exporters and TPS to help hold hearings.

“A hearing will be scheduled for next steps, including with the TPS to communicate the amount of costs incurred,” explained Customs.

The exporter, namely CV Borneo Aquatic, said Customs, has applied for a fee reduction to the shipping company and will apply for a reduction in storage fees to the Jakarta International Container Terminal (JICT).

“Until now @beacukaipriok is still waiting for the two application letters to be followed up. In principle, Customs and Excise is ready to support MSMEs in export activities through Export Clinics which are available at all Customs Service Offices/Regional Offices in Indonesia, starting from assistance to other technical assistance. This service free, no fees,” concluded Customs.
