On Friday, the start of the construction of the Olaine Learning Center was celebrated with the laying of a capsule in the foundations of the building, the Strategy Department of the Prison Administration informed.
The Olaine Learning Center is being created to provide employees of the Prisons Administration with the opportunity to learn in rooms suitable for the specifics of their work, using improved learning content and new learning methods for acquiring professional knowledge. The building of the training center will be approximately 2500 square meters wide, it will contain not only training rooms for employees, but also a conference hall, a museum of the prison system, a library, a reading room, a service hotel, as well as sports and practical classes. The training center will be able to train 150 employees at the same time.
The Olaine Learning Center will open its doors in the first half of 2024 and it will also play a significant role in the process of training employees of the new Liepāja prison, providing an appropriate learning environment and infrastructure for the new resocialization system.
The construction of the object is carried out by SIA “Pillar Contractor”, according to the concluded contract for 6,364,029.82 euros (without VAT), of which 85% is financed by the Norwegian government or Norwegian grants, and 15% is financed by the Latvian state budget.
Today, the message inside the capsule is a symbolic testimony for future generations. Along with the message, the 2022 magazine of the Prisons Administration was placed in the capsule, as well as the badge of the participant of the recently held General Latvian Song and Dance Festival, the commemorative coin of the Bank of Latvia “Sunflower for Ukraine”, badges symbolizing the excellent cooperation between Latvia and Norway, as well as the magazine “Ir ” this week’s issue, which will testify to the current events during the start of the construction of the building.
The head of the prison administration, Dmitrijs Kalins, noted the importance of the Training Center: “The current goals of the prison administration are closely related to promoting the professional development of staff. Only qualified and psychologically stable personnel can implement an effective punishment policy. The training center and the new training programs introduced in it will enable specific and versatile knowledge and skills for officials and employees of prisons in order to more professionally and qualitatively perform the assigned work duties, which will contribute to greater public safety.”
