The Congressional Subcommittee on Constitutional Accusations unanimously declared the constitutional complaints against the former member of the deactivated National Council of the Magistracy (CNM), Guido Aguila, and former MP Clemente Flores Vílchez.

The Parliament reported that the complaints against both were presented by the National Prosecutor, Zoraida Avalos. Guido Aguila is accused of the alleged influence peddling and illegal sponsorship. and Clemente Flores is attributed the alleged crime of improper passive bribery and influence peddling.

In the case of ex-legislator Clemente Flores, Zoraida Ávalos accuses him of having managed budgets for public works in favor of various municipalities, including the Provincial Municipality of Lambayeque during the administration of David Cornejo Chinguel, who would be the leader of the criminal network ‘Los reckless of crime’. In exchange, the former congressman would have requested 5% of the amount assigned for each of the steps.
