“The information and public relations office within the Prosecutor’s Office attached to the High Court of Cassation and Justice is empowered to bring to the public the following information and results regarding the investigations carried out in the case concerning the murder of the named Crişan Ioan, on 29.05.2021 in the municipality Aradby causing the explosion of the car driven by him:
Data about the victim
The victim’s route was established during the period of interest, among other things by viewing the images obtained from the surveillance cameras in Arad.
The trade relations carried out by the victim were analyzed. The economic and financial situation of the companies in which he was involved did not reveal any vulnerabilities and actions with a risk of violent escalation, at the level of the means used to commit the act.
A behavioral analysis was performed by the profile structure within IGPR. So far, no information has been confirmed, also circulated in the public space, regarding the victim’s involvement in organized crime activities. The civil relations resulting from specific usury activities carried out by the victim were verified, without the help of other persons.
Possible sources of conflict in the victim’s entourage were established and investigated.
Evidence data
More than 400 people were heard and home and computer searches were carried out on a large number of devices (35).
Multiple (18) ballistic, physico-chemical, traceological and genetic expertise findings were arranged and finalized.
The type of explosive, of high power, was established from the corroboration of the results of 3 physico-chemical findings. The position of the explosive material was established through a judicial experiment and technical-scientific findings. Quantitative determinations of the explosive material that caused the death of the victim were made.
From the point of view of the investigation stage, the criminal investigation is being carried out regarding the deed (in rem), until this moment it has not been decided to continue the criminal investigation against a person.
The Romanian Police provided support by allocating officers and police officers for the delegation of activities, the main structure that carries out criminal prosecution in question being the Criminal Investigation Directorate within the IGPR. The technical capabilities of the IGPR structures were available for the speedy execution of the criminal investigation acts, so that the verified versions of the investigation do not meet with delays.
We mention that the staff has been constantly resized, depending on the specifics of the criminal prosecution acts performed, so that the investigative versions can be verified quickly.
International cooperation activities
Data of interest for the settlement of the case were requested from all the states affiliated to the Interpol network, being initiated and carried out punctual procedures of judicial and police cooperation, in relation to the authorities of several states. She was also requested and assisted by Europol.
According to art. 12 lit. e) of Law no. 544/2001 on free access to information of public interest, information on the procedure during the criminal or disciplinary investigation is exempted from the free access of citizens, if the result of the investigation is endangered, confidential sources are revealed or life, bodily integrity is endangered, the health of a person following an ongoing or ongoing investigation. Analyzing the public interest determined by the commission of the crime by the high-risk means used (explosion) and the directions in which the investigations continue, no other concrete data can be presented to the public “, it is shown in the communiqué of the General Prosecutor’s Office.
