Altmann: The scope of the emergency loans is unconstitutional

Kiel (dpa / lno) – The scope of the emergency loans that the Schleswig-Holstein state parliament decided in the Corona crisis is unconstitutional, according to the Federation of Taxpayers. On Tuesday, the association presented an opinion from Kiel law professor Florian Becker. Becker said the loans should only be used for crisis management. But that is partly not the case. In addition, there is no specific repayment plan.

The state parliament had approved emergency loans amounting to 5.5 billion euros. According to the President of the Taxpayers’ Association, Aloys Altmann, around 1.3 billion of these have been spent in the 2020 budget. “With its decisions, the state parliament ignored the state constitution,” criticized Altmann. However, it is undisputed that the prerequisite for an exception to the debt brake is present.
