Leitāns started his career at the State Police in 1993 at the Latvian Police Academy, obtaining a qualification in the work of the Criminal Police and starting working in the Criminal Police Division of the Bauska Police Station.

In parallel with the service, Leitāns obtained a lawyer’s qualification at the University of Latvia, and in 2003 – a master’s degree in law.

Leitāns has been awarded several times during his service, for example, the State Police award “Criminal Police Badge”, the Ministry of the Interior award “Golden Badge of Honor”, ​​the State Police award “For Diligence in the Police”, etc.
