Bercy, the Ministry of Housing and the social partners of Action Logement have decided to step up the group’s interventions.
The interventions of the Action Logement group will be amplified. This is what Action Logement and the State announced on Friday, indicating that the common objective is on the one hand to redeploy funding to accelerate the production of affordable housing, to meet the new housing needs expressed by the crisis. , and support young workers and households with modest incomes in their housing path, and on the other hand to consolidate the dynamic of urban renewal for the priority districts of the city. The social partners “thus show their willingness to significantly support vulnerable employees and provide massive operational responses to players in the sector”, it is stated in a joint press release.
The social partners of Action Logement had been conducting discussions since early December with the Ministry of Housing, the Ministry of the Economy, Finance and Recovery, and the Ministry responsible for Public Accounts. They all share the observation of a crisis which has given rise to new housing priorities. The group has therefore decided to adapt its interventions to the emergency context, building on the results of the 2018-2022 five-year agreement. and the voluntary investment plan.
4 major axes, including the purchase of new housing under conditions of resources
The Action Logement group is thus strengthening “its support for economic recovery and construction in the service of the attractiveness of regions and employment”. The agreement with the State, which will be the subject of the signature of an amendment to the five-year agreement, includes four major areas of intervention.
The first axis aims to support 20,000 employees accessing the ownership of new housing by the payment of assistance of 10,000 €, subject to conditions of resources and the nature of the acquisition.
Support for the production of social and affordable housing
The second axis aims to provide additional support for the production of 250,000 social and affordable housing units in two years for 1.17 billion euros. This amount includes 250 million euros in loans, 450 million euros in subsidies, for the production of affordable housing, 145 million euros in loans and 65 million euros in subsidies to finance 14,000 places in residences and housing for young workers and students, plus 10 million euros in grants to finance shared accommodation. It also includes 250 million euros in loans or grants, to finance 2,000 housing units and to promote social diversity in relaxed areas in priority areas of the city and in old centers marked by interventions by the Association Foncière Logement. unworthy habitat.
Securing of routes and support
The third axis is that of securing courses and supporting young people and employees. To do this, the amount of the envelope intended to support employees in difficulty will be increased, in addition to the continued payment of aid for the prevention of unpaid rents. This security and support will also be achieved by extending the benefit of mobility aid of € 1,000 to all young people under 25 with a rental lease, entering employment, paid between 0.3 and 1.1 minimum wage. , but also by extending the Visale guarantee to all employees in the private and agricultural sector over the age of thirty, earning less than 1,500 euros net per month to promote their access to rental housing in the private sector.
The amount of the NPNRU increased from 10 to 12 billion euros
The last axis concerns urban renewal, with the mobilization of an additional 1.4 billion euros to intensify the urban renewal and social mix operations carried out by the ANRU in the priority districts of the city, which will make it possible, with the contribution of the State and the HLM movement to increase the amount of the NPNRU from 10 to 12 billion euros.
The Government notes that the State and the social partners “will now begin discussions to continue modernizing the Housing Action model and relations between the State and the group”.
