According to Prymula, the combination of new measures against the spread of the new coronavirus could reduce the current reproductive number of 1.2 by 30 to 40 percent, ie up to 0.8 to 0.9 percent. The reproductive number is the average number of others infected from one positive test. If it is less than one, new cases will decrease.



From Monday, mass events inside over 10 people and outside over 20 people will be banned. Exceptions will be households, work or employment. The measure will also not apply to theaters.

High schools are closed for two weeks in districts that are marked in red or orange at the so-called coronavirus traffic light. In primary schools, music education will be taught without singing for 14 days. Without singing, there will also be music education in secondary schools and conservatories, which will remain open. Gymnastics will be unrestricted in the first stage, in the second stage it should take place outdoors.

According to Prymula, the economy will not be fundamentally affected by the new measures. For example, for restaurants, new regime measures may slightly reduce the number of guests. They will also affect shopping malls where collection will be restricted. “So that students from closed schools do not move into them,” he added. One of the planned measures is, among other things, to limit the number of guests in restaurants at one table, a maximum of six people.

The state of emergency will be valid for 30 days, ie until the beginning of November. According to Prymula, the resort needs it, among other things, in order to be able to involve medical students in work related to the COVID-19 disease. Many health professionals are quarantined.

What will the second emergency look like?

  • Since when: The emergency will start on Monday, October 5, 2020 and will last for 30 days. Most restrictions are currently announced for 14 days.
  • Schools: Secondary schools, colleges and higher grammar schools in the orange and red districts will move to distance learning. There will also be music education in schools without singing, physical education will be replaced by walks.
  • Restaurant: A maximum of six people can now sit at one table.
  • Prohibition of collection: Mass events will be able to take place up to 10 people inside the buildings, up to 20 outside.
  • Exceptions to the collection ban:
    • Households, work in employment, meetings of councils.
    • Theater performances, drama, ballet, cinemas for up to 500 people. However, refreshment breaks must be canceled. Performances with singing, such as concerts, operas and musicals, are prohibited.
    • Services for up to 100 people and without singing.
    • Professional sports match without spectators. There can be a maximum of 130 athletes and other staff in the stadiums.
  • Weddings and funerals: From October 19, a maximum of 30 people are allowed to attend weddings and funerals. The restriction should last for two weeks until the end of the emergency.

What is an emergency?

Construction companies may be ordered by the government to make the necessary construction or landscaping work to mitigate or avert a public threat.

When was a state of emergency declared in the Czech Republic?

  • August 2002 – a state of emergency was declared due to floods that affected the whole of Bohemia. It was not announced in the whole Czech Republic, but only in some regions
  • April 2006 – A state of emergency was declared during the floods, which began on March 28 and affected large areas in Bohemia and Moravia. The state of emergency was not declared in the whole Czech Republic, but only in endangered regions
  • Members 2007 – a state of emergency was declared after Hurricane Kyrill on 18 January caused considerable damage in the Czech Republic. A state of emergency has been declared in some counties and districts
  • June 2013 – a state of emergency was declared in connection with the floods, in which 15 people died and damage in the order of billions of crowns occurred. A state of emergency was declared in almost the whole of Bohemia and in several other regions in Moravia
  • March – May 2020– The state of emergency declared by the government due to the spread of the coronavirus pandemic in March lasted exactly 66 days in the Czech Republic. It was declared for the first time in history in the entire territory of the state and was accompanied by strict restrictions. Even after its completion, however, a number of measures continued to apply, such as wearing veils or closing schools.
