1. Just reinstall WhatsApp
One of the causes of the notification “Waiting for this message. This may take a while” in WA is that the contact you called has just reinstalled WhatsApp application.
This makes the end-to-end encryption feature of WhatsApp unable to encrypt and send messages to other users, so the recipient will receive the notification.

2. Internet connection is not stable
