This is what JTBC has been tracking solely. These are the people who worked in the camp of Seongnam Mayor Eun Soo-mi during the 2018 local election. After Silver Mayor was elected, 14 people were employed in Seongnam City in this one photo alone. Including these people, the number of people employed in Seongnam-si or affiliated institutions is twenty-seven when the camp officials and their families are added. They ranged from director level to petitioning police and library staff. Seongnam City is clarifying that the mayor has the authority to appoint and dismiss. However, most of them were open recruitment positions.

This is a video of April 2018, two months before the local election.

Seongnam Mayor Eun Soo-mi sits with camp officials.

There are 25 people in the picture.

JTBC tracked where they went after winning the election.

Eun-eun was hired by the male Seongnam Paralympic Sports Association sitting right behind candidate.

Another man sitting to the left of this man is watching.

The woman’s daughter to the left of the candidate became an employee of Seongnam Seohyeon Library.

Of the 25 people in the video, 14 were selected by the city hall and affiliated organizations.

It is a camp dinner held at the same time.

The woman on the right side of Candidate Eun is hired at Seohyun Library, and the woman on the left is also employed at the volunteer center.

The second man to the right of candidate Eun was hired by City Hall.

Two women holding glasses in the corner also became employees of Seohyun Library.

25 people from the camp were hired in this way.

Together with their families and acquaintances, there are 27 people in total.

I was hired for a public service that requires a public loan, not a political job that the mayor has the authority to appoint and dismiss.

Regarding this, Seongnam City explained, “We hired fairly according to the laws and regulations,” and that “the situation where the candidates cannot know everyone from the camp.”

However, the situation in the picture is a little different.

This man wakes up at a dinner and talks about something.

Stands together wherever the candidate visits.

It was also hired by an agency affiliated with Seongnam City.

Both men and women who are standing affectionately with Candidate Eun on a tour of the Blue House work in Seongnam City Hall.

The woman holding a candidate picket was hired by the library.

During the interview process, JTBC met a whistleblower who claimed to be “a person from the camp and a preferential hiring party.”

This is the former secretary of my aunt who retired from working with Mayor Eun until the beginning of this year.

The former secretary reported 39 people from the camp hired in Seongnam city last month, including the person in charge of personnel, to the Civil Rights Commission.

The former secretary alleges that the mayor has continued to report hiring problems.

[이모 씨/전 성남시청 비서관 : 시장께서는 보고를 묵살하셨죠. 그리고 방관하시고… (아무 반응이 없었다?) 네, 불쾌해하셨다고만 들었고…]

In the meantime, the Telegram conversation that he had reported to Mayor Eun was also submitted to the Commission.

As the former secretary argued, if the camp had been hired and hired, there is a possibility of legal problems.

The city hall said that the mayor has the authority to appoint and dismiss them, but it is pointed out that the widespread recruitment of campers to the public is beyond the authority.

[이재근/참여연대 권력감시국장 : 이제 ‘엽관제’라고 하지 않습니까. 캠프에서 활동했던 사람들은 넓은 범위에서 보면 ‘사적 이해관계자’라고 볼 수 있거든요. ]

The police are investigating some illegal situations during the hiring process and examining the hiring process and interview records at the time.
